2023 is the mid-term year, a pivotal year of important significance in implementing the Resolutions of the 13th National Party Congress, the Resolution of the 22nd Provincial Party Congress, the Resolution of the Provincial People's Council on the 5-year Socio-Economic Development Plan 2021-2025 in the context of many unusual and complicated difficulties and challenges in the world and in the country.
I. International context
The world situation continues to evolve rapidly, complexly, and unpredictably, with factors creating fundamental changes to economic and social activities. Many countries' growth is slowing down. Inflation remains high, leading many major economies to maintain tight monetary policies and high interest rates to ensure effective control; negative impacts and continued to be the main cause of the continued decline in global trade, consumption and investment. Global public debt has increased sharply, many countries are facing debt crises; International financial, monetary and real estate markets are volatile, with many potential risks and shortcomings.
II. Domestic context
The socio-political and macroeconomic situation is stable, inflation is under control, and major balances of the economy are guaranteed. However, the world situation has had a rapid impact on our country's economy. Many production orders have been cut, leading to production stoppages and downsizing in the processing and manufacturing industry. Import and export activities face many difficulties and challenges due to declining demand in international markets, especially from major partners, while many countries have increased standards and new barriers to import and export, some supply chains have been disrupted, and competitive pressure has increased. The domestic real estate market has frozen due to the general difficult socio-economic situation. Diseases and natural disasters are evolving complicatedly...
B. ON THE SOCIO-ECONOMIC SITUATION IN 2023
Closely following the leadership and direction of the Government, the Prime Minister, the Provincial Party Committee and the Provincial People's Council, thoroughly implementing the theme of 2023, the Provincial People's Committee has always upheld the spirit of responsibility, solidarity, unity, continued to innovate leadership methods, direction and administration, promoted democracy, and firmly pursued development goals; Strengthened discipline and administrative discipline, improved the effectiveness and efficiency of direction, administration and operations of the government apparatus at all levels with the motto "clear people, clear work, clear results, clear time, clear responsibilities" .
Right from the beginning of 2023, the Provincial People's Committee promptly issued and determined to implement the annual Work Program with 198 key tasks and unexpected tasks. In addition, focusing on preparing the content well, advising the Provincial Party Executive Committee to summarize and evaluate the mid-term implementation of the Resolution of the 22nd Provincial Party Congress, with the viewpoint of: Determined, striving to achieve the highest level of socio-economic development goals and targets, adjusting and improving targets for targets that are likely to be completed and over-fulfilled and steadfast with targets facing difficulties due to the influence of objective, unpredictable and unforeseeable factors; at the same time, from the practical situation, set out new important and strategic goals and tasks; clearly demonstrating the spirit of daring to think, daring to do, high determination, great efforts to overcome difficulties and challenges for the purpose of long-term development, for the rapid and sustainable development of the province and the country.
Therefore, the socio-economic situation of the province continues to achieve many positive and comprehensive results, basically achieving the set general goals , completing and exceeding 12/15 main targets (of which 10 targets were completed and exceeded) , there are 03 targets expected to not be completed due to the impact of the general political and economic situation of the world and the region (including: GRDP growth rate, state budget revenue in the area and total export turnover) . Specifically:
GRDP growth rate is quite good, estimated at 7.27%; Industrial production faces many difficulties. Agricultural production continues to develop stably and in the right direction. Trade and service activities are vibrant; tourism activities develop strongly, creating momentum and promoting the development of other economic sectors. Culture and society have made many advances, social security is ensured, the material and spiritual life of the people continues to be improved and raised. Cultural and political events, important national and international conferences are well organized; unique identity values are promoted, spread globally, gradually transformed into resources for economic growth, promoting social development. Investment promotion activities continue to be promoted and effective. International integration and cooperation are expanded. Local defense and military are strengthened; Political security, social order and safety are ensured. Administrative reform work; Receiving people, handling complaints and denunciations, preventing corruption and negativity are given attention, focused direction and have positive changes.
I. Results in each field
1. On economic development
Gross regional domestic product (GRDP) in the province (at 2010 SS prices) in 2023 is estimated at VND 53,389.76 billion, an increase of 7.27% compared to 2022; of which: Agriculture - forestry - fishery sector increased by 2.86%; Industry - construction sector increased by 2.95%; Service sector increased sharply, reaching 13.23%. GRDP per capita is estimated at VND 88.03 million. The economic structure has shifted towards increasing the proportion of the service industry with the expected proportion of services by the end of 2023 being 47.1%; industry - construction is 42.7%; agriculture, forestry and fishery is 10.2%.
Industrial production, basic construction and development investment: The Provincial People's Committee continues to direct the restructuring of the industrial sector towards increasing the proportion of the manufacturing and processing industry, gradually reducing the mining industry and moving from labor-intensive industries to high-tech industries.
Implementing many solutions to promote growth, unlocking economic development resources; promptly removing difficulties and obstacles, regularly inspecting the situation and immediately resolving recommendations and proposals of enterprises; organizing "Conference to remove difficulties and obstacles, promote production and business of enterprises in industrial parks and industrial clusters", meeting on the occasion of Entrepreneurs' Day, and maintaining monthly dialogues; directing to ensure electricity supply during peak months to serve production and people's daily life. Thanks to that, industrial production gradually recovered, especially in the last months of the year; overcoming the huge negative impacts from the general international and domestic situation to achieve a positive growth rate of 1.51% compared to 2022.
Total social investment capital is estimated at VND 32,080 billion, an increase of 7.2% compared to 2022 and exceeding the annual plan by 3.5%. Disbursement of public investment capital continues to be identified as one of the key political tasks of the province, which has been focused on and implemented since the end of December 2022 and early 2023. Thereby, positive results have been achieved; despite difficulties in budget collection, the disbursement rate has always been maintained above the national average. By the end of November 2023, the disbursement rate reached 71.9% of the plan assigned by the Prime Minister and 75.2% of the plan assigned by the Provincial People's Council.
State management of planning, construction, traffic, and environmental resources: Resolutely deploy and implement many solutions to remove difficulties and obstacles, speed up the progress of establishing and improving the quality of important planning, vision to 2050; especially the Provincial Planning; district construction planning, urban planning, zoning planning, detailed planning and the Urban Development Program of Ninh Binh province for the period 2021-2030, gradually promoting positive results in practice and creating new development opportunities, new development space and new values.
Focus on synchronous development of transport infrastructure, especially important projects with strategic roles; many projects have cleared land and construction progressed ahead of the original schedule.
Completed and put into use the route connecting National Highway 12B with National Highway 21B from Tu Bridge to Co Bridge, shortening the progress time by about 2/3; coordinated the inauguration of the Mai Son - National Highway 45 section; basically completed, asphalted and connected the first section of the East - West route connecting with the intersection to the Mai Son - National Highway 45 highway; basically completed some sections and bridges across the Vac River of the DT.482 Route project; completed procedures and started construction of Cha La Bridge; deployed the construction of embankments on both banks of the Van River from Lim Bridge to Van Sang Bridge; basically completed the construction of the Provincial Cultural Center; continued to deploy site clearance in Ich Due village area, etc.
Agricultural production and new rural construction: Continue to transform thinking from agricultural production to agricultural economy, from single-sector development to multi-sector integration of multi-value in agricultural, forestry and fishery products, promote restructuring towards developing ecological, green and circular agriculture; shift the structure of crops and livestock, develop production, processing and consumption of agricultural products. The GRDP value of the agricultural, forestry and fishery sector increased by 2.86% compared to 2022; the production value/1 hectare of cultivated land reached 155 million VND, exceeding the plan by 1.3%; the rate of rural households using clean and hygienic water reached 97%. The average rice yield reached 62 quintals/ha, 0.9 quintals/ha higher than in 2022. Livestock overcame difficulties, controlled diseases well, and stable prices of live pigs and other products have created conditions for people to recover. Aquaculture production continues to develop steadily, prices of commercial aquatic products increase, consumption markets expand; total aquatic product output increases by 3.9% compared to 2022.
The work of building new rural areas, advanced new rural areas, and model new rural areas continues to achieve positive and comprehensive results, exceeding the set targets. Kim Son district has achieved new rural standards and has 20 more communes meeting advanced new rural standards, 04 communes meeting model new rural standards, and 100 villages and hamlets recognized as model new rural residential areas.
Yen Khanh district has completed the dossier to submit to the Central Appraisal Council for consideration of recognition of the district as meeting advanced NTM standards in 2023. Hoa Lu district has reviewed and met the criteria for advanced NTM, however, due to the implementation of the policy and plan for administrative unit arrangement, Hoa Lu district will merge with Ninh Binh city, so it will not build a dossier to submit for recognition as meeting advanced NTM standards in 2023.
The service sector is developing strongly, especially tourism services, continuing to have a spillover effect promoting the development of other economic sectors. The service sector plays an important role as the growth driver of the province in 2023, with GRDP value increasing by 13.23% compared to 2022, the second consecutive year with high double-digit growth.
Total retail sales of goods increased by 36.7% compared to 2022 with 12/12 commodity groups having high growth compared to the previous year.
Tourism continues to recover and develop strongly, service quality is increasingly improved, continuing to be in the top 15 destinations, 10 provinces with the highest number of visitors in the country; voted by many prestigious domestic and international travel websites as an attractive tourist destination, the most hospitable and favorite tourist destination. During the year, it welcomed over 6.5 million visitors, an increase of 76.4% over the same period, exceeding the annual plan by 22.5%; revenue reached nearly 6,380 billion VND, nearly 2 times higher than the previous year and exceeding the annual plan by 23.8%.
Import and export activities faced many difficulties, the demand of export markets, especially large and traditional markets, decreased. Total export turnover decreased by 1.7% compared to the same period, reaching 96.2% of the annual plan. Import activities mainly served investment and components for production; total import value decreased by 11%.
The management of state budget revenue and expenditure continues to be promoted; drastic and synchronous solutions for revenue management; reviewing and cutting unnecessary expenditures. Total state budget revenue in 2023 is estimated at VND 16,431 billion, reaching 73.4% of the estimate. Total local budget expenditure is VND 16,112 billion, reaching 91% of the estimate.
Attracting investment and developing enterprises and resolving difficulties and obstacles for enterprises are of interest and promoted. The leaders of the Provincial People's Committee continue to maintain regular monthly meetings with enterprises on the last Thursday of the month, in accordance with the motto "the government accompanies, is receptive, listens, and substantially resolves difficulties and obstacles for enterprises" . The total registered capital increased by 2.6% over the same period. Registering the establishment of new enterprises with a total capital increase of 90.5% over the same period .
2. Culture - society
Cultural, sports, information, radio and television activities took place in a vibrant, safe, healthy, unique and impressive manner; with many important and meaningful events..., contributing to the preservation, maintenance and promotion of traditional cultural values, arousing patriotism, and strengthening national solidarity. Many important provincial, national and international conferences were successfully organized.
Poverty reduction and social protection work has received attention, promptly proposed to issue and effectively implement Resolution No. 43 dated March 10, 2023 of the Provincial People's Council on policies to support the construction and repair of houses for poor households in the province, striving to complete the construction and repair of houses by the end of 2023. The poverty rate reached 2.01%, the near-poor rate reached 2.37%.
Labor, employment, and social insurance work are regularly directed; employment reaches 100% of the annual plan.
Education and Training focuses on effectively implementing professional work and organizing educational activities according to plan. Ninh Binh province is one of the leading provinces in the country in universalizing education and eliminating illiteracy. In 2023, the rate of solid classrooms in the entire education sector and the rate of schools meeting national standards both met and exceeded the plan. The quality of comprehensive and key education continues to be improved, winning the first prize for national excellent students for 2 consecutive years; continuing to maintain in the top 5 provinces and cities leading the country in terms of average scores of high school graduation exams.
Medical work, protection and care for people's health have been given attention. The health sector has proactively controlled the epidemic well, prepared adequate medicines, equipment, machinery, chemicals, biological products, medical supplies, etc. and ensured good medical examination and treatment for the people; the health insurance coverage rate increased to 93.35%, achieving the set plan.
Science and technology continue to accompany industries and sectors in the process of restructuring, improving and enhancing the quality of economic growth. Many applications of science and technology have been widely deployed.
International integration and cooperation continue to be expanded and deepened, gradually enhancing the position and role of the province, contributing to promoting the image of culture, nature and people of Vietnam in general, and Ninh Binh province in particular, to international friends...
Administrative reform focuses on enhancing responsibility and improving the effectiveness of administrative procedure reform, promptly removing obstacles and difficulties for people and businesses. Ensuring the goal of reducing at least 20% of information that must be declared. The province's administrative reform index (PAR INDEX) in 2022 ranked 17th out of 63 provinces and cities, up 3 places compared to 2021; People's satisfaction index with the service of state administrative agencies (SIPAS) ranked 25th; Provincial Governance and Public Administration Performance Index (PAPI) ranked 20th. Provincial Competitiveness Index (PCI) ranked 44th out of 63, up 14 places compared to 2021.
The work of receiving citizens and resolving complaints and denunciations of citizens was focused on and effectively implemented; basically resolving petitions within authority and on time; a number of complicated and prolonged cases were resolved, not allowing new ones to arise. During the year, state agencies received 2,615 citizens; received and processed 2,365 petitions, denunciations and recommendations, and reflections; resolved 34/37 cases of complaints, 21/23 cases of denunciations under their authority. The work of inspection, prevention and combat of corruption and negativity continued to receive attention and direction and was identified as a key and regular task of all levels and sectors. Strictly implement solutions to prevent, detect and handle signs of corruption and negativity, and promote a sense of responsibility in state management. Strengthen inspection of public service performance by officials and civil servants, effectively handle and prevent harassment and inconvenience to people and businesses in handling work.
II. Some difficulties and limitations
- There are 3 economic development targets that did not meet the set plan: GRDP growth rate; State budget revenue; Total export turnover .
- Industrial production and import-export activities face many difficulties. Land use rights auctions also face many difficulties.
- Site clearance and implementation of some projects are still slow. Some non-budget investment projects are still behind schedule.
- The labor and employment situation in some localities and fields is difficult, strikes still occur, and social insurance arrears still exist.
- Facilities and teaching equipment at some educational institutions have been increased in investment but still do not meet the requirements of innovation; there is still a local shortage of teachers in some localities.
- The security situation, social order and safety, and crime in some areas still contain many complex factors.
C. DIRECTIONS AND TASKS OF SOCIO-ECONOMIC DEVELOPMENT IN 2024
I. Objectives and main targets
1. General objectives
2024 is a year of special significance in promoting the implementation and striving to complete the goals and targets of socio-economic development for the 5 years 2021-2025. The world and domestic economy is forecast to continue to recover but there are still difficulties and challenges; epidemics, natural disasters, climate change, food security, energy security, etc. continue to develop complicatedly. However, with the effective implementation of comprehensive solutions to remove difficulties and obstacles for businesses associated with improving the investment and business environment, enhancing competitiveness, it continues to be an important foundation to promote economic recovery and development; along with the achievements in recent years and consensus among the people, political stability, social order and safety are the premise and solid foundation for the development of the province. On that basis, the key directions and tasks of socio-economic development in 2024 are set out as follows:
Economic recovery and development associated with growth model innovation based on science, technology, digital transformation, improving productivity, quality, efficiency and endogenous capacity of economic sectors. Focus on unlocking investment resources, promptly removing difficulties and obstacles, effectively supporting businesses. Speeding up the implementation of infrastructure projects, especially transport infrastructure, industrial parks and industrial clusters. Developing industry in a modern direction, creating a foundation and driving force for economic growth. Developing agricultural economy according to the advantages of each ecological sub-region, in an organic direction; focusing on building advanced, model new rural areas and new rural provinces; Strongly developing the service industry, gradually making tourism a spearhead economic sector. Comprehensively and synchronously developing the fields of culture, education, health and society on par with economic development; focusing on ensuring social security, sustainable poverty reduction, improving the material and spiritual life of the people. Implement well the policies for meritorious people and policy beneficiaries. Strictly manage and effectively use land, resources, protect the environment, proactively prevent and combat natural disasters, and respond to climate change. Promote administrative reform, continue to build a streamlined apparatus, operate effectively and efficiently, reduce staffing levels associated with restructuring and improving the quality of cadres, civil servants and public employees. Implement the arrangement of administrative units at district and commune levels for the period 2023-2025. 5. Focus on comprehensive and synchronous development of cultural fields; ensure harmonious connection between economic development and culture and society; improve people's lives, ensure social security; carry out well ethnic and religious work.
5.1. On cultural and sports development
- Continue to effectively implement the General Secretary's Conclusion at the National Cultural Conference; attach importance to cultural and social development on par with economic development. Focus on preserving and promoting the cultural, historical and fine traditional values of the people and the land of the ancient capital Hoa Lu.
- Deeply develop mass physical education and sports movements; consolidate and develop high-performance sports.

Ensure that all people have access to health care services, live in a safe community, develop both physically and mentally; reduce the rate of disease, improve physical strength, increase longevity and quality of life.
- Focus on investing in modernizing the healthcare system, ensuring adequate supply of medicines, medical supplies and equipment; building green, clean, beautiful, safe and civilized healthcare facilities, aiming to provide comprehensive care.
- Synchronously implement solutions to improve the quality of medical examination and treatment at all levels, especially at the grassroots level. Increase the health insurance coverage rate to 94.05% in 2024.
5.4. Improve the quality of education and training, develop and apply science and technology, information and communication work, improve the effectiveness of mass mobilization work, and create social consensus.
- Continue to successfully implement fundamental and comprehensive innovation in education and training. Effectively implement the 2018 General Education Program, especially for grades 5, 9 and 12. Continue to effectively resolve the problem of local teacher surplus and shortage.
- Promote the application and transfer of science and technology; encourage and support enterprises in researching technological innovation, applying technical advances, applying quality management systems according to international standards and building brands and creating prestige for enterprises.
- Strengthen policy communication. Strengthen the protection of the Party's ideological foundation; resolutely fight against wrongdoings, refute the views and distorted arguments of hostile forces; provide feedback on issues of public concern. Improve the effectiveness of mass mobilization work, further promote the role of the Fatherland Front and its member organizations and social organizations.
5.5. Strengthen inspection, create strong and effective changes in law enforcement; improve the quality and efficiency of judicial administration and judicial support activities. Closely follow and effectively implement ethnic and religious policies; promote hunger eradication, poverty reduction, and promote economic development in ethnic minority areas.
6. Effectively manage and use land and resources, enhance environmental protection; proactively respond to climate change.
- Continue to improve land use efficiency; resolutely reclaim land from projects that are behind schedule, use land for the wrong purpose, or violate land laws.
- Raise awareness and responsibility of all levels, sectors and the whole society on the protection and use of land, mineral and environmental resources. Strictly control the environment, especially at mineral exploitation and production and business establishments.
- Proactively and synchronously implement effective solutions to respond to climate change and prevent and combat natural disasters. Protect and develop sustainable forests; conserve, restore and sustainably develop biodiversity.
7. On government building, administrative reform; application of information technology, digital transformation; emulation and rewards, justice, handling of complaints and denunciations; prevention and combat of corruption and waste
7.1. Building a clean and strong government; strengthening administrative discipline and order in agencies and units; promoting the responsibility of those in charge; continuing to review, arrange and perfect the organizational structure of administrative agencies and public service units to be streamlined and operate effectively and efficiently. Promoting decentralization in handling work in conjunction with the policy of streamlining payroll; strengthening inspection and supervision; focusing on removing difficulties and bottlenecks.
Deploy the organization and implementation of the arrangement of administrative units at district and commune levels for the period 2023-2025 according to regulations.
7.2. Continue to effectively implement the overall program of state administrative reform for the period 2021-2026; enhance the role and responsibility of leaders in directly leading, directing, and organizing the implementation of administrative reform work; continue to promote the application of information technology and digital transformation.
7.3. Improve the quality and effectiveness of emulation and reward work. Effectively implement the emulation movement "Promoting the development of synchronous and modern infrastructure; practicing thrift and combating waste" launched by the Central Emulation and Reward Council and the Prime Minister.
7.4. Strengthening the effectiveness and efficiency of state management in the fields of judicial administration and judicial support .
7.5. Continue to maintain and effectively implement the work of receiving citizens, handling and resolving complaints and denunciations right at the grassroots level. Synchronously implement solutions to prevent corruption and negativity. Strengthen coordination in the fight against crime; improve the quality of investigation, prosecution, trial and execution of judgments; promote propaganda, dissemination and education of law.
8. Maintain political security, social order and safety, improve the effectiveness of foreign affairs
8.1. Continue to build and consolidate the national defense and people's security posture. Strengthen the work of grasping the situation; avoid being passive or surprised. Synchronously deploy solutions to ensure internal political security, social order and safety, cultural and ideological security, economic security, cyber security, social security, and worker security. Strengthen fire and explosion prevention and control, ensure traffic order and safety.
8.2. Proactively and actively integrate and cooperate internationally. Promote economic diplomacy, expand export markets, attract resources for development, accelerate digital transformation, green transformation, sustainable development... Innovate and improve the quality of cultural diplomacy, promote international cooperation in the restoration, embellishment and promotion of the cultural and historical values of Hoa Lu Ancient Capital, towards building a Heritage City; promote cooperation with international cultural organizations, UNESCO in promoting the global value of Trang An Scenic Landscape Complex, strongly promote the image of Ninh Binh culture - people - nature to domestic and international friends and our overseas Vietnamese.
