Ensuring security, order and safety of the High School Graduation Exam

At a recent working session with the Ministry of Education and Training's delegation, Ha Nam was recognized as one of the localities that prepared systematically, synchronously and scientifically for the exam. The Department of Education and Training has completed the review of candidates, facilities, training on exam regulations, organized mock exams and mobilized more than 1,300 officers to invigilate and grade exams, along with nearly 300 police, military and medical officers to serve the exam. In 2025, the whole province will have more than 10,400 candidates registered for the exam, of which 219 candidates registered for the exam under the 2006 General Education Program, 10,320 candidates registered for the exam under the 2018 General Education Program. Candidates taking the exam under the 2006 General Education Program will take the exam at the Ha Nam Province Continuing Education - Vocational Guidance Center.

Early on, the Ha Nam Provincial Police issued a plan to develop security and safety measures for the 2025 High School Graduation Exam, assigning specific tasks to each specialized unit and the police of communes, wards and towns with exam sites. Accordingly, security rings were strictly established at all important stages such as: printing and copying exam questions, preserving exam questions and papers, transporting exam questions and papers, organizing exam supervision and grading. The exam printing and copying area was strictly protected with three independent security rings, absolutely isolated and controlled by documents, audio and video recording devices, and making a record of each entry/exit. This area was used by the police force with jamming devices, starting from June 15 until the end of the exam.

At the examination sites, the police of communes, wards and towns are the forces assigned to directly supervise the process of receiving and delivering examination papers, preserving examination papers and handling situations at the scene. Each examination site has at least 10 officers and soldiers on duty to maintain order and security; proactively coordinate with the Examination Council to resolve any arising situations. Officers on duty are required to absolutely not use the phone, not leave their positions, and not contact candidates, except in cases of handling violations at the official request of the Examination Council.

In particular, inspection and supervision of photocopying establishments, motels, and guesthouses near the exam area have been tightened to prevent cheating using high-tech devices, an increasingly complicated issue. The Cyber Security and High-Tech Crime Prevention Department, together with the Social Order Administrative Police Department, closely monitor social networking platforms and forums for buying and selling cheating-supporting devices, and are ready to strictly handle violators.

Not only protecting the exam with force and technology, Ha Nam also thoroughly implements the spirit of "taking candidates as the center" as directed by the Prime Minister at the national conference on preparations for the 2025 High School Graduation Exam. Accordingly, the Provincial Police, especially noted that the unit deploys a plan to scientifically divide and regulate traffic, avoiding congestion at exam sites and on major routes during rush hour. Mobile patrol teams are arranged to promptly support candidates who have vehicle problems, minor accidents or forget documents on the way to the exam site. "The assigned police force is present to support, not allowing any candidate to be unable to take the exam on time due to a traffic incident." The Traffic Police Department has developed a specific flow diagram for each area, coordinated with local authorities to widely notify people to proactively move. Medical emergencies at exam sites are also fully prepared with the coordination of the health sector.

At Bien Hoa High School for the Gifted - where the exam marking takes place, the isolation, protection of exam papers, marking and re-marking are all strictly organized. Each stage is arranged with enough security guards, monitoring activities 24/7. All equipment used in marking is thoroughly checked, not connected to the internet, and not capable of receiving or broadcasting. The marking and re-marking committees are completely isolated until they complete their tasks.

The examination board is thoroughly trained in professional skills, regulations, and scenarios for handling situations. Officers whose relatives are taking the exam will not be assigned tasks during the exam. After each exam, the police at the exam sites will quickly report on the security and order situation, the number of candidates violating the exam, the reasons for absence, and any arising situations to the Internal Political Security Department via the hotline. In terms of fire prevention and fighting, the Fire Prevention, Fighting, and Rescue Police Department has inspected the entire electrical system and fire prevention and fighting equipment at the exam sites, especially the exam marking and exam printing locations. Plans for handling fire and explosion incidents are specifically developed for each locality.

Also at the national conference on preparations for the 2025 High School Graduation Exam, the Prime Minister directed that the consistent spirit of this year's exam must be "3 guarantees": ensuring absolute safety, honesty, and objectivity in all stages; ensuring clear responsibilities of each individual and organization participating in the exam; ensuring the most favorable conditions for candidates and "6 clear": clear people, clear work, clear responsibilities, clear authority, clear time, clear results. This is also the motto that the Steering Committee for the Exam of Ha Nam province thoroughly implements at all levels. From the direction of the Government, the Party committees, authorities and the Ha Nam police force are making every effort to ensure that the exam takes place according to plan, in accordance with regulations and in accordance with the law. In particular, protecting the exam safely, seriously, and effectively is not only protecting an academic test, but also protecting the future, trust, and fairness for an entire generation.

With the thorough, synchronous, in-depth preparation and high sense of responsibility of Ha Nam, we believe that the 2025 High School Graduation Exam taking place in the province will be absolutely safe, serious, objective and successful as expected.
