The Steering Committee for the merger of the three provinces of Phu Tho, Vinh Phuc and Hoa Binh has given opinions on many important contents.

On the afternoon of June 24, the Steering Committee for the merger of the three provinces of Phu Tho, Vinh Phuc, and Hoa Binh held a conference to give opinions on the Draft documents to be submitted to the Congress of Delegates of the Phu Tho Provincial Party Committee (after the merger) for the 2025-2030 term; Draft working regulations of the Executive Committee, the Standing Committee of the Provincial Party Committee, and the Standing Committee of the Provincial Party Committee for the 2025-2030 term; Plan for arrangement, organization of the apparatus, personnel work and organization within agencies and units; Financial and budgetary work and plans for arrangement of working headquarters and facilities of agencies and units after the merger.

Attending the meeting were comrades: Dang Xuan Phong, member of the Party Central Committee, Secretary of the Provincial Party Committee, Head of the National Assembly Delegation of Vinh Phuc province; Bui Minh Chau, member of the Party Central Committee, Secretary of the Provincial Party Committee, Chairman of the People's Council, Head of the National Assembly Delegation of Phu Tho province; Nguyen Phi Long, alternate member of the Party Central Committee, Secretary of the Hoa Binh Provincial Party Committee; comrades of the Standing Committee of the Provincial Party Committee, the Standing Committee of the Provincial Party Committee, leaders of a number of departments, branches and sectors of the 3 provinces.

The political report submitted to the Congress of Delegates of the Phu Tho Provincial Party Committee (after the merger) for the 2025-2030 term consists of 2 parts.

Part I: Assessing the situation and results of implementing the Resolution of the Provincial Party Congress for the 2020-2025 term, ensuring generality and inheriting the draft congress documents of the 3 provinces; at the same time clarifying the limitations, causes and drawing lessons.

Part II: Viewpoints, goals, tasks and solutions for the 2025-2030 term; the goals and targets are linked to the general development goals of the province and the country and the double-digit growth of the whole country, with 26 specific targets in various fields. The draft political report identifies 7 key tasks, 3 breakthroughs, 4 groups of solutions with 20 specific solutions on Party building; economic development; digital transformation; cultural development, education, health; ensuring national defense, security, foreign affairs...

Regarding the plan to arrange the working headquarters and facilities of agencies and units after the merger: The total number of houses and land of agencies, organizations and units managed by the provincial level in Viet Tri City is 95. The policy is to use all the working headquarters of the Provincial Party Committee, People's Council, People's Committee, Vietnam Fatherland Front Committee, mass organizations, departments and branches of Phu Tho province to arrange working headquarters for agencies and units of Phu Tho province after the merger.

The arrangement and organization of assets and working headquarters must be suitable to the actual situation, nature and specific activities of agencies and units; making the most of existing assets and resources, aiming for a long-term vision to serve long-term goals.

For the headquarters of specialized agencies of the two provinces of Vinh Phuc and Hoa Binh, in the immediate future, leaders and a number of officials, civil servants, public employees and workers will be arranged to work at the headquarters, ensuring the normal operation of tasks and support services for people and businesses.

Concluding the conference, Vinh Phuc Provincial Party Secretary Dang Xuan Phong emphasized that the Steering Committee for the merger of the three provinces of Phu Tho, Vinh Phuc and Hoa Binh basically agreed with the contents presented at the conference.

Regarding the draft document submitted to the Congress of Delegates of Phu Tho Provincial Party Committee (after the merger) for the 2025-2030 term, the document subcommittee is assigned to receive comments, edit, and complete, paying special attention to the key targets, tasks, breakthroughs, and main solutions in the coming term.

Regarding the plan for arranging the headquarters and facilities of the agencies and units after the merger, it is necessary to review the current facilities of the two provinces of Vinh Phuc and Hoa Binh to develop a reasonable plan. Agree with the policy of developing a policy to support facilities and housing for cadres, civil servants, public employees, and workers, and relevant agencies must review and develop specific plans.

The Secretary of the Vinh Phuc Provincial Party Committee also gave specific instructions on the development of working regulations for the Executive Committee, the Standing Committee of the Provincial Party Committee, and the Standing Committee of the Provincial Party Committee for the 2025-2030 term; plans for the arrangement and organization of the apparatus, personnel work and organization within agencies and units; financial and budgetary work; preparations for the ceremony to announce resolutions and decisions of the Central and local governments on merging administrative units, establishing party organizations, appointing Party committees, People's Councils, People's Committees, and Fatherland Front Committees of provinces, cities, communes, wards, and special zones, which will take place on June 30 and be ready to operate the 2-level local government model starting from July 1, 2025.
