Ha Tinh District People's Committee pays social allowances for June before 28th

Implementing the direction of the Ministry of Health , the Provincial People's Committee has just issued a document on implementing monthly social allowance payments for social protection beneficiaries.

Accordingly, the Chairman of the Provincial People's Committee assigned the Department of Health to be responsible for presiding over and guiding the organization, implementation, updating and operation of the information system and database of social protection beneficiaries (referred to as the system) when implementing the two-level local government model.

Specifically, coordinate with competent authorities in the process of upgrading, ensuring the system's operation is compatible with the two-level local government model; guide the People's Committees at the commune level to update data into the system, establish and approve the list of beneficiaries of monthly social allowances on the system from July 2025; organize training for commune-level officials to use the system before June 30, 2025. At the same time, coordinate with the Department of Finance, State Treasury of Region XI and relevant agencies and units to guide and supervise the commune level to make monthly social allowance payments in accordance with regulations, promote non-cash payments...

The Department of Finance, according to the assigned tasks in Document No. 4167/UBND-TH1 dated June 18, 2025 of the Provincial People's Committee and related documents, shall preside over and coordinate with relevant agencies, units and localities to advise on the plan to allocate funds for the (new) commune-level localities after the arrangement to promptly implement regimes and policies, ensuring current regulations.

Regarding the handover, receipt of records, documents and payment of monthly social allowances, the People's Committees of districts, cities and towns urgently complete the payment of social allowances for June 2025 to social protection beneficiaries before June 28; organize the handover of records, data and make a list of beneficiaries of social allowances from the district level to the commune level according to the provisions of the Law on Archives and guiding documents, to be completed before June 30, 2025. At the same time, synthesize the need for social assistance funding for July 2025 according to the assigned tasks in Document No. 4167/UBND-TH1 dated June 18, 2025 of the Provincial People's Committee (details to new communes and wards) and send them to the Department of Finance for synthesis and advice on funding plans to ensure compliance with regulations.

Commune-level People's Committees shall organize monthly social allowance payments to social protection beneficiaries from July 1, 2025; arrange adequate human resources, funding, and technical infrastructure to perform this task; promptly handle any arising problems, without interrupting or delaying the payment of social allowances. Ensure that the payment of social assistance policies is carried out fully, promptly, and to the right beneficiaries.
