
More specifically assess the realization of the right of legislative initiative of delegates
On the afternoon of October 21, Group 5, including the National Assembly Delegation of Gia Lai province and the National Assembly Delegation of Thai Nguyen province, discussed in groups: Reports on the 2021-2026 term of office of the President and the Government; draft Report on the 15th term of office of the National Assembly; Reports on the 15th term of office of the National Assembly Standing Committee, the Ethnic Council, the National Assembly Committees, the State Audit; Reports on the 2021-2026 term of office of the Supreme People's Court and the Supreme People's Procuracy .
At the discussion session, National Assembly Delegate Dinh Ngoc Quy ( Gia Lai ) expressed high approval of the draft Report summarizing the work of the 15th National Assembly . According to the delegate, the draft Report deeply and comprehensively reflected all aspects of the National Assembly's activities in performing its assigned functions and tasks.

Giving comments to complete the draft report, delegates said that the results achieved during the 15th National Assembly term are inherited not only from one but from many previous terms, reflected in many different contents and fields. Therefore, the report needs to supplement a clearer assessment of this inheritance.
Regarding legislative activities, the delegate emphasized that over many terms, the issue of legislative initiatives of National Assembly deputies has always been of interest. During this term, a delegate proposed the development of a Law on Gender Transition, although it was later removed from the program. According to the delegate, this information should be added to the Report to more fully reflect the practical activities of the National Assembly, and at the same time, there should be a specific assessment of the organization and realization of the right to legislative initiative of deputies. The mechanisms to support deputies in exercising this right are still limited.
Delegates also noted that ministries and branches need to review and clearly identify: to perform state management functions and professional tasks, which contents really need to be legalized, which contents do not, to avoid the situation of "patching up wherever it arises".

National Assembly Deputy Le Hoang Anh (Gia Lai) said that one of the strengths and achievements of the 15th National Assembly, but also raises issues for the future that we need to evaluate, is the stability of the law. We need to continue to evaluate the process and procedures to ensure quality and discipline in law-making.
Some socio-economic indicators need to be adjusted in 2026
Continuing to speak about the socio-economic situation, National Assembly Delegate Dinh Ngoc Quy (Gia Lai) It is believed that in the 2026 plan, there are a number of targets that need to be reviewed and adjusted to suit reality and growth targets.
Specifically, the target of the rate of workers with degrees and certificates is set at 29.5%, which is too low, while this year the figure has reached 29.6%. Such a target is not commensurate with the economic growth orientation.
Similarly, the target of the number of doctors per 10,000 people in 2024 is 14 doctors, in 2025 it is 15 doctors, but the plan for 2026 is only 15.3, such an increase is very low, it needs to be recalculated to ensure reasonableness.
Delegates also noted that the target for increasing labor productivity needs to be set higher, because although this is a difficult factor to improve, in the context of digital transformation and strong investment in science and technology, setting a low target will not be commensurate with the economy's double-digit growth expectations.
Concerned about the carbon market, National Assembly Delegate Ho Thi Kim Ngan (Thai Nguyen) said that with the total forest area of the country reaching 11.8 million hectares, the coverage rate of more than 42%, the forest ecosystem is playing an important role as a natural "carbon storage".

In the context that Vietnam has committed to achieving the goal of net zero emissions, delegates emphasized the need to be more urgent and proactive in implementing mechanisms to implement this commitment, especially Decision No. 232 of the Prime Minister approving the Project on establishing and developing the carbon market.
