
On the afternoon of July 24, comrade Tran Hong Minh, member of the Party Central Committee, Minister of Construction, Deputy Head of the Steering Committee for key projects and important national railway projects inspected the site of the Lao Cai - Hanoi - Hai Phong railway project at Nam Hai Phong station in Duong Kinh ward.
Working with the delegation on the side of Hai Phong city leaders were comrades: Le Tien Chau, member of the Party Central Committee, Secretary of the City Party Committee, Head of the National Assembly Delegation of Hai Phong city; Le Ngoc Chau, Chairman of the City People's Committee; Le Anh Quan, Permanent Vice Chairman of the City People's Committee, and leaders of relevant departments, branches and localities.

Accordingly, according to the report of the City People's Committee, to implement the project, Hai Phong established a Working Group to coordinate the implementation of the project and develop a plan to implement the work in the area. The city has identified the number of resettled households of about 1,700 households; assigned the investor to implement 14 resettlement projects with a total area of over 59 hectares. With the efforts of the sectors and localities, Hai Phong has completed the work of measuring, extracting, and assigning ownership to serve the preparation of land recovery records on the main route in 24 communes, wards, and special zones and setting up temporary markers to manage the site from June 16, 2025.

During the inspection, Minister of Construction Tran Hong Minh highly appreciated the proactive spirit and close coordination of units and localities in the preparation process for the project. Emphasizing that this is an important national key traffic project, creating favorable conditions for import and export of goods, promoting logistics and industrial development, he requested the city to continue to focus on site clearance (GPMB), ensuring a clean site to start the project on December 19, 2025 in accordance with the Government's direction.
The Railway Project Management Board needs to complete the approval of the Project's design documents and GPMB stake placement documents, hand over the stakes to Hai Phong, so that the city is qualified to complete the land recovery documents, notify land recovery, prepare and submit for approval the GPMB plan in July 2025.

The Minister of Construction noted that the city, during the process of site clearance, compensation and resettlement, needs to closely coordinate with localities to develop policies suitable for each affected group. Policies need to be diverse, transparent and effective, so that people can proactively choose and feel secure in stabilizing their lives.
Cash support, social housing purchase or on-site resettlement may be provided. If necessary, a resettlement lottery should be organized to ensure fairness, transparency and consensus among the people. Hai Phong needs to review and adjust the planning of the area surrounding the station, study and upgrade the inland waterway port system to take advantage of development opportunities when the Lao Cai - Hanoi - Hai Phong railway project comes into operation.
The investment project to build the Lao Cai – Hanoi – Hai Phong railway line through Hai Phong city is about 90km long, passing through 24 communes, wards and special zones. The total land acquisition area for the project is about 624 hectares, the cost of site clearance is about more than 9,700 billion VND.
