Ensure good implementation of social housing development targets

(DTO) On the morning of August 16, Prime Minister Pham Minh Chinh chaired an online conference to review the implementation of social housing development targets in the first 7 months of 2025 and the implementation plan for the last 5 months of 2025. Deputy Prime Minister Tran Hong Ha and representatives of relevant ministries, branches and agencies attended and chaired the conference. Comrade Nguyen Thanh Dieu, Vice Chairman of the Provincial People's Committee attended at the Dong Thap provincial bridge.

Up to now, the whole country has 692 social housing projects (DA) being implemented with a scale of 633,559 units. Of which, 146 DAs have been completed, with a scale of 103,717 units; 144 DAs have started construction and are being implemented with a scale of 127,261 units; 402 DAs have been approved for investment policy, with a scale of 402,581 units. Thus, the number of DAs that have been completed, started construction, and approved for investment policy by 2025 reaches 59.6% compared to the target set in the Project, which is to invest in the construction of about 1,062,200 social housing apartments by 2030.

The social housing development project has determined that from now until 2030, the goal is to build 1 million social houses for low-income people and industrial park workers; add subjects in the process of arranging and merging administrative boundaries, implementing 2-level local government; add purchase and hire-purchase policies.

For Dong Thap province, the target of completing social housing in 2025 is 1,474 apartments. As of July, the province has completed 563 social housing units. The province is implementing 2 social housing projects with a total scale of 1,067 units. In addition, in Dong Thap province, the Vietnam General Confederation of Labor has started construction of 1 social housing project with a scale of 525 units. At the same time, the province has publicly called for investment in 3 social housing projects, with a total scale of 815 apartments, expected to start construction at the end of 2025. Dong Thap province proposed that the Ministry of Construction consider and propose adjustments to the social housing development target in the province in 2025 and the following years to suit the actual situation in the locality. The total target for social housing development in the period of 2025 - 2030 is 13,697 units.

Speaking at the conference, Prime Minister Pham Minh Chinh emphasized that it is necessary to learn from experience while doing things, gradually expand, improve quality, build good models and good practices to replicate, criticize places that do not do well or are ineffective, handle violations and profiteering; focus on doing a good job of information, propaganda, commendation, rewards, creating motivation and inspiration to develop social housing in accordance with the policy.

The Prime Minister affirmed the humane and urgent significance of the Program to build 1 million social housing units by 2030: That is, implementing the humane policies of the Party and State on ensuring progress, fairness, social security, "leaving no one behind", not sacrificing progress, fairness and social security to pursue purely economic growth, with the viewpoint of taking people as the center, as the subject, all policies are directed towards people; investing in social housing is investing in rapid and sustainable development. At the same time, ensuring human rights, the right to housing, the right to equal access to housing of people according to the Constitution and laws, especially for the poor, low-income, disadvantaged, and disadvantaged people; demonstrating the culture, traditions, good ethics of the nation, national sentiment, compatriotism, noble humanity, "the healthy leaves cover the torn leaves", the care and sharing of the community; the concept of “settling down and working”. This is also a driving force for development, contributing to promoting growth, creating jobs and livelihoods for people, effectively using resources of land, resources, minerals, human resources, promoting urbanization, protecting the environment, not wasting infrastructure; regulating the real estate market to develop safely and healthily...

For completed projects, Prime Minister Pham Minh Chinh requested investors to urgently ensure the restoration of the environment, bright-green-clean-beautiful; implement procedures, widely publicize on mass media to proceed with sales to people. For projects under construction, including projects in the completion stage, it is necessary to urge investors to focus resources, construct according to the committed schedule, and complete in 2025; for the remaining projects and projects that have just started construction in 2025, prioritize the implementation of administrative procedures, grasp and immediately resolve difficulties and problems... create all conditions for investors to implement; require investors to focus resources, construct with the spirit of "3 shifts, 4 teams", "overcome the sun, overcome the rain", complete at least 26,000 apartments in 2025 and create the basis for completing the targets in the following years.

For localities where social housing projects have not yet started construction, urgently direct departments and branches to assign investors, carry out land procedures, hand over clean land, grant construction permits... to social housing project investors to start construction and investment, immediately in 2025...
