Attending the meeting were Deputy Directors of the General Department of Politics of the Vietnam People's Army: Senior Lieutenant General Le Quang Minh, Lieutenant General Truong Thien To, Lieutenant General Do Xuan Tung. Also attending were leaders of a number of agencies of the Ministry of National Defense ; leaders of the Military Industry-Telecoms Group (Viettel), Command 86... and leaders and commanders of agencies and units under the General Department of Politics.

At the meeting, the agencies and units reported on the progress and results of the construction of the "Digital transformation project of the Party and political work sector for the period 2026-2030" (hereinafter referred to as the Project) and proposed and recommended relevant contents in each field.

Implementing the direction of the Chief of the General Department of Politics of the Vietnam People's Army, the Office of the General Department of Politics has coordinated with agencies and units in the General Department and Viettel Enterprise Solutions Corporation (VTS) to develop a draft "Digital transformation project for the Party and political work sector in the period 2026-2030".

Regarding the project development process, from mid-March 2025 to present, the Head of the General Department of Politics has regularly worked with relevant agencies. He has organized many meetings to promptly grasp and direct the acceleration of progress, ensure strict procedures and processes; unify, synchronize, and avoid overlapping content with projects that have been and are being implemented by the Central Committee, the Central Military Commission, the Ministry of National Defense, and agencies and units in the General Department of Politics; and direct and remove difficulties and obstacles.

Relevant agencies and units coordinated to establish 3 survey teams, focusing on clarifying 6 contents of digital transformation work: Institutions; connection infrastructure; professional software, applications; digital data; information security; resources and proposed contents on digital transformation that need to be implemented in the coming time. Up to now, agencies and units have basically provided complete and detailed information on the current situation and requirements in implementing digital transformation tasks and the Project Outline has been completed.

In terms of content, the project has identified the organizational model of the Party and political work sector; the architectural diagram and overall data planning of the General Department of Politics (which clarifies the relationship of the database between agencies and units in the General Department of Politics and the relationship with the database of agencies and units of the entire army; the requirements for connection and sharing with the database of the Ministry, the country and the Central Party agency); clarifies the business process, the number of documents for digitization; selects technology solutions, equipment and technical requirements to meet the needs of exploitation and application of platforms and software to serve the business aspects of Party work, political work and ensure information security...

Concluding the working session, Senior Lieutenant General Trinh Van Quyet requested relevant agencies to coordinate closely, speed up the progress, and ensure the quality of the Digital Transformation Project for the Party and Political Affairs sector for the period 2026-2030; ensure that it is correct, sufficient, and comprehensive to meet the requirements of the tasks for cadres and political agencies in the entire army when put into implementation. Based on the general roadmap of the Central Government and the Ministry of National Defense, it is required to accelerate the project's progress, setting the goal of basically solving a number of key tasks in the field of Party and political affairs on a digital platform by 2025.

Senior Lieutenant General Trinh Van Quyet noted that during the project development process, the databases of agencies and units in the General Department of Politics must be interconnected with the databases of agencies and units in the Ministry of National Defense; at the same time, meeting the interconnection requirements from the General Department of Politics down to the grassroots level, ensuring that Party and political activities can interact on a digital platform. During the project development process, it is necessary to inherit, exploit, and use existing infrastructures, platforms, and shared applications; ensuring savings and efficiency.

Leaders of agencies and units direct their staff and IT engineers to actively and proactively participate in coordination with Viettel, Command 86 and related agencies to grasp methods and ways of operation to maintain and deploy the activities of agencies and units on digital platforms in the future.

Request relevant agencies to receive comments at the meeting, review and complete the draft project; continue to seek opinions from competent agencies and report to the Steering Committee for approval of the project. At the same time, prepare procedures, submit to the head of the Ministry of National Defense for approval of the project investment policy and continue to develop, supplement and complete the project feasibility study report to serve the next phase after the investment policy is approved.
