The health sector on the journey to take care of people's health

Over the years, the health sector of Lao Cai province has made constant efforts to build a modern, high-quality and integrated health system, contributing to the protection and care of people's health.

Under the close direction of the Provincial Party Committee, People's Council, Provincial People's Committee and synchronous investment from the Central and local levels, Lao Cai's health sector has made strong progress. Modern facilities have been invested in, many new hospitals and medical centers have been built, better meeting the medical examination and treatment needs of the people.

Ms. Pham Bich Van - Deputy Director of the Department of Health said: Currently, many specialized and modern techniques have been successfully deployed at the provincial and regional levels, contributing to the treatment of many serious cases and gradually affirming the professional capacity of local health care.

Compared to 2020, provincial hospitals increased by 1,268 cross-level techniques, and regions and facilities performed 4,028 cross-level techniques.

These achievements reflect the determination to innovate and improve the professional qualifications of medical staff, proactively integrate and develop modern medical techniques for the benefit of the people.

In the coming time, the industry will continue to focus on training high-quality human resources, investing in modern equipment, and promoting medical cooperation with central hospitals to be able to deploy more modern technical services.

In the field of bones, joints, and trauma, with the support of MRI and CT-Scanner, provincial medical units have successfully implemented methods of brain surgery, artificial hip replacement, arthroscopic surgery, brain surgery to remove subdural hematoma in trauma cases, surgery to remove intracranial hematoma, artificial heart-lung machine (ECMO), kidney transplant surgery, etc.

In obstetrics, techniques such as epidural anesthesia for pain relief during labor, diagnostic and therapeutic amniocentesis, in vitro fertilization (IVF)… have been deployed.

In the field of oncology, there are advanced treatment techniques, such as gastric resection surgery in cancer, pancreaticoduodenal tumor resection surgery, lung tumor resection surgery...

After the merger, Lao Cai health sector showed its determination to build a modern health system.

Currently, the whole province has 2 grade I hospitals, 19 hospitals and medical centers with grade II beds, 315 communes, wards and towns (before the merger) meeting the national criteria on commune health, reaching 98.7%; the number of doctors/10,000 people is 12.8; the number of hospital beds/10,000 people is 38.1.

Provincial medical units have proactively exchanged, shared experiences and built cooperative relationships for professional support.

The highlight is that Provincial General Hospital No. 1 has signed a cooperation agreement with Provincial General Hospital No. 4. In the coming time, Provincial General Hospital No. 2 will provide professional support to Provincial General Hospital No. 3.

Mr. Pham Van Thinh - Director of Provincial General Hospital No. 2 shared: We always identify our core role in the local health system, not only in medical examination and treatment, but also in providing technical support to medical facilities in the province.

Recently, our hospital has signed a medical support cooperation agreement with 3 regional hospitals Bao Thang, Bao Yen and Bat Xat, actively implementing many practical support activities for hospitals in the area.

In the coming time, we will expand cooperation and support agreements, organize specialized training courses, and continuously improve training by specialty (internal medicine, surgery, obstetrics, pediatrics, resuscitation, etc.), increase rotating staff, and build a list of priority techniques to be transferred in stages to units.

In addition to promoting internal resources, strengthening connections and mutual support among hospitals in the province, Lao Cai health sector also proactively expands professional cooperation with central hospitals, such as: Hanoi Medical University Hospital, Bach Mai Hospital, Viet Duc Friendship Hospital... creating favorable conditions for medical staff in the province to access, update and apply advanced medical techniques.

Recently, the Provincial Department of Health signed a cooperation agreement with the Central Geriatric Hospital - an important step forward, creating a solid foundation for professional development in the field of elderly health care.

In particular, the Central Geriatric Hospital will accompany the province in consulting and supporting the establishment of the Geriatric - Rehabilitation Hospital on the basis of upgrading the current Provincial Rehabilitation Hospital.

One of the outstanding achievements of Lao Cai's health sector is the strong application of information technology, promoting digital transformation.

Up to now, 100% of medical examination and treatment facilities in the province have published electronic medical records, completed ahead of schedule, fully deployed management software (HIS, RIS-PACS, EMR), ensuring data connectivity.

100% of commune health stations have used medical examination and treatment management software, deployed specialized software: population, food safety, non-communicable disease management...

The rate of people managing their health electronically reached 95%; medical examination and treatment using health insurance using citizen identification cards reached 84.21%; 100% of hospitals implemented cashless payment for medical examination and treatment costs using forms such as: money transfer via smartphone applications, QR code scanning...

Mr. Hoang Quoc Huong - Director of the Department of Health affirmed: The provincial health sector identifies digital transformation as one of the top priorities, an urgent requirement to meet the needs and expectations of society. Along with that, continue to promote the work of organizing staff, pay attention to training to improve the capacity of medical staff who are both professionally good, have good medical ethics, actively study and apply modern advanced techniques to meet the increasing requirements in the work of protecting, caring for and improving people's health.

With high political determination, the health sector will firmly overcome challenges, contributing to creating a solid foundation for sustainable and comprehensive development of the province in the new period.
