Strictly follow the marking process
Ms. Ha Lan Anh, Provincial Party Committee member, Vice Chairman of Ninh Binh Provincial People's Committee, Head of Ninh Binh Provincial High School Graduation Exam Steering Committee, said: Ninh Binh is a newly established province based on the merger of Ninh Binh, Nam Dinh and Ha Nam provinces from July 1. Right from July 1, when the decisions were announced, the province has completed the High School Graduation Exam Steering Committee on the basis of the 3 steering committees of the 3 old provinces. At the same time, it directed the development of a detailed plan for the exam marking work.
In addition, the province also pays attention to preparing facilities and equipment for marking exams, ensuring proper procedures, safety and security of the marking area. "We require the marking councils and marking boards to strictly follow the procedures in accordance with the regulations and rules of the Ministry of Education and Training ," Ms. Ha Lan Anh emphasized.
The No. 2 examination board of Ninh Binh province includes the multiple-choice and essay examination marking area located at Nguyen Khuyen High School - Nam Dinh Ward. Here, the essay examination marking area is arranged with 6 marking rooms of 6 marking teams and 3 rooms for unifying scores. Each marking room is fully equipped with tables and chairs for 24 to 28 examiners, installed with a 24/24-hour surveillance camera system and power backup equipment according to regulations.

Facilities must ensure adequate lighting, fans, air conditioning, and drinking water; there must be a box for phones and unrelated items of the examiners; the rules and procedures for marking the exam are clearly posted; and the security lock system is strictly implemented.
The multiple-choice test scoring area is fully equipped with a surveillance camera system that operates 24 hours a day, has power backup equipment, and is locked and sealed according to regulations. Right next to it is the police room, ensuring 24/7 surveillance and protection.
According to Deputy Director of the Department of Education and Training of Ninh Binh province Nguyen Thi Minh Nguyet, the total number of candidates registered for the exam in Ninh Binh province is 46,667, including 1,141 independent candidates (the 2018 General Education Program is 45,896 students; the 2006 General Education Program is 771 students).

The total number of staff mobilized to participate in the exam marking work is 376 people. Of which, the examination council has 15 people; the marking committee has 32 people; the examination council secretariat has 36 people. The essay marking committee for the 2006 general education program has 28 people; the multiple-choice marking committee for this program has 31 people.
For the 2018 general education program alone, the total number of examiners is 234 people, including 5 leaders of the examination board, 204 officers of the essay examination team and 25 officers of the multiple-choice examination team.
Regarding progress, up to now, the work of marking essay tests and scanning multiple-choice tests for candidates taking the 2006 general education program has been completed.
It is expected that the marking of essay tests will be completed by July 8 at the latest; the scanning of multiple-choice tests will be completed by July 5 at the latest, ensuring progress according to the plan of the Ministry of Education and Training.
Grading high school graduation exams: Fast information, timely processing, immediate effectiveness
Speaking at the inspection, Deputy Minister of Education and Training Pham Ngoc Thuong acknowledged and highly appreciated the initiative in organizing the exam marking of Ninh Binh province; including the arrangement of police and inspectors to ensure security and safety, fire prevention and fighting, the electrical system was maintained and the coordination between departments was very smooth.
The Deputy Minister said that this year, the organization of the exam took place in the context that many localities had switched to a two-tier government model. The inspection team of the Ministry of Education and Training focused on inspecting provinces that were in the process of administrative status transition to promptly grasp the situation and resolve arising difficulties.
Under the direction of the Prime Minister, all examination supervision and grading work is strongly decentralized to localities. Therefore, the transformation of the management model requires provinces, especially merged localities, to proactively adapt and operate flexibly.
Despite implementing a two-level local government, the work of grading high school graduation exams in 2025 must ensure the "4 on-site" motto: on-site direction, on-site equipment, on-site human resources and on-site logistics.

The Deputy Minister requested that units continue to report specifically on the conversion process, clearly stating difficulties and problems, including in professional content such as marking instructions, examination regulations, etc., so that the Ministry of Education and Training can promptly answer and support.
At the same time, the Deputy Minister emphasized that localities need to be proactive and clear about the information reporting system, clear focal points and responsibilities. Progress should not be forced, especially in essay marking, because it will lead to the risk of errors or wrong marking. The marking of exams must comply with regulations, ensuring the legitimate rights of candidates.
This is a big exam with many participants, so it is necessary to provide quick information, handle it promptly and effectively. The Ninh Binh Provincial Examination Council needs to carry out inspection work well, ensure security and safety so that the exam marking process takes place in accordance with regulations and laws.
In the coming time, localities need to continue to promote a sense of responsibility, carry out the work of marking, scoring and announcing results on schedule, ensuring quality, fairness and transparency.
Deputy Minister of Education and Training Pham Ngoc Thuong noted that the Literature marking team needs to carry out the marking in a humane spirit, recognizing the efforts of students, avoiding mechanical application. The marking must ensure the correct progress, regulations, procedures, and be evenly marked and accurately reflect the substance of the candidates' work. This is not only a technical requirement but also a demonstration of fairness towards candidates in the locality in particular and the whole country in general.
