
According to the National Center for Hydro-Meteorological Forecasting, at 4:00 a.m. on July 22, the center of storm No. 3 (storm WIPHA) was located at about 20.5 degrees north latitude, 107.2 degrees east longitude, about 140 km west-southwest of Quang Ninh, 70 km east of Hai Phong , and 80 km east-northeast of Hung Yen. The strongest wind near the storm center is level 9-10, gusting to level 13. It is forecasted that in the next 12 hours, storm No. 3 will move west-southwest at a speed of about 15 km/hour.
Due to the impact of storm No. 3, Bach Long Vi special zone (Hai Phong city) has strong winds of level 10, gusting to level 12; Cat Ba island (Cat Hai special zone) has strong winds of level 6, gusting to level 8. Hai Phong city area has heavy to very heavy rain, with common rainfall of 50 - 100 mm, in some places over 100 mm.
According to the report of Bach Long Vi special zone, as of 4:30 a.m. on July 22, people, houses, and livestock in the special zone were safe. Only a few trees had broken branches, were uprooted, and crops were crushed.
