Typhoon Wipha is moving west-southwest at a speed of 15km/h and is likely to strengthen. It is forecasted that at 4am on July 22, Typhoon Wipha will enter the Gulf of Tonkin at level 10-11, gusting to level 14.

According to the Center for Hydro-Meteorological Forecasting, at 4:00 a.m. on July 21, the center of storm No. 3 (storm Wipha) was located at about 21.5 degrees North latitude; 110.4 degrees East longitude, in the northern area of Leizhou peninsula (China), about 275km east of Quang Ninh - Hai Phong . The strongest wind is level 9, gusting to level 11. The storm is moving West Southwest, at a speed of 15-20km/h.

In the next 24 hours, Typhoon Wipha will move west-southwest at a speed of 15km/h and is likely to strengthen. It is forecasted that at 4am on July 22, Typhoon Wipha will enter the Gulf of Tonkin at level 10-11, gusting to level 14.

Typhoon Wipha is currently causing very rough seas. Northwest region of the North East Sea: Wind level 7-8, near the storm center level 9, gusting to level 11; waves 4-6m high, very rough seas.

Northern Gulf of Tonkin area (including Bach Long Vi, Co To, Cat Hai, Hon Dau island special zones): Wind increases to level 10-11, gusting to level 14; waves 3-5m, rough seas.

Southern Gulf of Tonkin area: Wind level 8-9, gust level 11; waves 2-4m, very rough seas.

From the evening of July 21, the coastal area of Quang Ninh - Nghe An will have strong winds of level 7-9, near the storm center, level 10-11, gusting to level 14. Deeper inland, winds of level 6, gusting to level 7-8. Winds of level 10-11 can cause trees, electric poles, and roofs to fall.

From July 21-23, the Northeast region, the Northern Delta, Thanh Hoa, Nghe An will have very heavy rain of 200-350mm, some places over 600mm. The North and Ha Tinh will have rain of 100-200mm, some places over 300mm. There is a high risk of flash floods, landslides, and deep flooding in low-lying areas.
