On October 10th, the Binh Thuan Provincial Police are holding Hoang Van Thao (52 years old, residing in Hanoi , temporarily residing in Tan Binh District, Ho Chi Minh City) in custody for investigation into the alleged fraud of helping Tran Van Thuan ("Tu the Evil" - 55 years old, residing in Son My commune, Ham Tan district, Binh Thuan province) and his wife evade prosecution for violating regulations on resource exploitation and tax evasion.

According to initial information, on the evening of October 9th, after a period of surveillance, police officers from Binh Thuan province, in coordination with Ho Chi Minh City police, urgently arrested Hoang Van Thao after he received 400 million VND from Ms. Nguyen Thi Thuy Nga (Director of Phuong Nam Binh Thuan Co., Ltd., and wife of Tran Van Thuan) at a coffee shop in District 1, Ho Chi Minh City.

Late that same night, the police escorted Thao back to her temporary residence to execute an emergency search warrant and seize several related items.

According to the initial investigation, through social connections, Thao learned that Tran Van Thuan and his wife were being investigated by the Criminal Investigation Agency of the Binh Thuan Provincial Police for illegal mining and tax evasion. Thao then introduced herself as a police colonel working at the Criminal Police Department (C02) of the Ministry of Public Security and promised to intervene to help Thuan receive only administrative penalties.

In return, Thao demanded that Thuan and his wife give her 4.5 billion VND to "fix the case," and Thao received 2.2 billion VND along with many other gifts.

However, Tran Van Thuan was subsequently charged and detained by the Criminal Investigation Agency of the Binh Thuan Provincial Police for violating regulations on resource exploitation.

Despite knowing that Thuan had been arrested, Thao continued to contact Ms. Nguyen Thi Thuy Nga, requesting her to come to Ho Chi Minh City to discuss securing Thuan's release on bail, on the condition that she pay over 1.2 billion VND upfront.

Later, Ms. Nga repeatedly brought money to Ho Chi Minh City to give to Thao, but Thao constantly changed the time and location of her travels between Ho Chi Minh City and Binh Duong to avoid being discovered.

On the afternoon of October 9th, to gain trust, Thao arranged to meet Ms. Nga at a cafe on Nguyen Cu Trinh Street, District 1, Ho Chi Minh City, near the Southern headquarters of the Ministry of Public Security, to conduct the transaction and receive the 400 million VND.

However, after receiving the money and leaving the cafe, Thao was arrested by detectives about 200 meters away.

According to verification by the Binh Thuan Provincial Police, Hoang Van Thao came from Hanoi to Ho Chi Minh City to temporarily reside and make a living selling pork offal porridge.

As reported by VietNamNet , on the afternoon of September 20th, the Criminal Investigation Agency of Binh Thuan Provincial Police executed an arrest warrant and detained Tran Van Thuan, Director of Long Thai Viet Co., Ltd., on charges of violating regulations on resource exploitation.

The suspect Thuan is widely known as the "kingpin" of illegal mineral exploitation in the area.

During the expanded investigation of the case, the Criminal Investigation Agency of Binh Thuan Provincial Police issued a decision to additionally prosecute Tran Van Thuan for tax evasion and to prosecute and prohibit Nguyen Thi Thuy Nga (Thuan's wife) from leaving her place of residence, also for tax evasion.
