Surprise about the new Prime Minister of Chad

Reuters reported that on January 1, the Presidential Palace of the Republic of Chad announced that opposition leader Succes Masra had been appointed Prime Minister of the country's transitional government.

In October 2022, Mr. Masra left Chad after security forces suppressed protests in the capital N'Djamena on October 20, leaving hundreds of people dead and injured. At that time, the Chad government issued an international arrest warrant for Mr. Masra.

On October 31, 2023, President of the Democratic Republic of Congo Felix Tshisekedi - who was appointed by the Economic Community of Central African States (ECCAS) to mediate the process of returning Chad to constitutional civilian rule - affirmed that the transitional government and Mr. Masra had signed an agreement.

Under the agreement, Chad's transitional military government has agreed to allow Mr. Masra and all those who fled after the October 20, 2022 incident to return home.

Mr. Marsa returned home on November 3, 2023, declaring that he wanted to "continue dialogue... towards a peaceful political solution."

Chad fell into turmoil when on April 20, 2021, President Idriss Déby - who had led this large Central African nation for the past 30 years - suddenly died on the battlefield fighting rebels in the North.

On April 21, 2021, a government of 15 generals announced the selection of Mr. Idriss Déby's son - General Mahamat Déby, 37 years old - as transitional president.

Mr Mahamat Déby then pledged to hand over power to a civilian government through free elections after an 18-month transition.

Eighteen months later, the military government further extended the transition period for two years and authorized General Mahamat Déby to run in the upcoming presidential election as a candidate.

On November 25, 2023, Chad launched a referendum campaign on a new constitution, an important step towards elections scheduled for 2021, but later postponed by the ruling military government until 2024.

The proposed new constitution does not differ much from the previous one, which gave considerable power to the head of state. According to statistics, more than 8.3 million Chadians, out of a total population of 18 million, will be invited to vote in this referendum.
