ANTD.VN - Regarding the unusual data of more than 9 billion e-commerce transactions reported in the first quarter, but the average value of each transaction was only over 1,000 VND, the General Department of Taxation said that it was due to errors in the reports of e-commerce platforms.

Previously, as An ninh Thu do reported on the data announced by the General Department of Taxation, in the first quarter of 2023, there were 64,327 individuals and 22,840 business organizations on e-commerce trading floors. Accordingly, 9 billion transactions were provided to tax authorities, equivalent to nearly 180 times more than in the fourth quarter of 2022 (only 50.7 million transactions).
Meanwhile, the total transaction value only reached VND 11,478 billion, lower than the previous quarter by over VND 15,000 billion. Thus, each commercial transaction in the first quarter of 2023 had an average value of less than VND 1,300.
Regarding the above unusual data, the representative of the General Department of Taxation said that it was due to a mistake by the e-commerce platform when reporting.
Specifically, Ms. Ta Thi Phuong Lan, Deputy Director of the Department of Tax Management for Small and Medium Enterprises, Business Households and Individuals, said that through review, the General Department of Taxation discovered that this abnormality originated from the declaration of an e-commerce platform.
Accordingly, Cooky Joint Stock Company had 40,247 transactions in the fourth quarter of 2022, while in the first quarter of 2023 it jumped to 9,034,169,633.
"We have checked and found that Cooky Joint Stock Company, when sending information to the tax authority, mistakenly sent a number of more than 9 billion transactions on their platform. We found that this was an error caused by the platform providing incorrect information, leading to incorrect data for the tax authority. We have notified the platforms to adjust the information, starting from next quarter, the data sent will have to be more accurate," said Ms. Ta Thi Phuong Lan.

Thus, after deducting the inaccurate declaration of Cooky Company, the number of transactions through e-commerce platforms in the first quarter of 2023 was only about 47 million.
Penalties may apply for providing inaccurate information.
According to Article 19, Decree No. 125/2020/ND-CP, failure to provide or incorrect provision of information related to assets, rights and obligations of taxpayers' assets held by them; taxpayers' accounts at credit institutions and state treasuries will be subject to a fine of 6 to 16 million VND.
Ms. Ta Thi Phuong Lan said that in case the exchanges provide incorrect information and even help organizations and individuals on the exchanges evade taxes, they will be jointly responsible, in case it is determined that there is a violation of tax laws.
According to Ms. Lan, e-commerce platforms must be responsible for storing information of individuals doing business on the platform. In addition to coordinating with tax authorities in tax collection management, they must also be responsible for managing consumption, avoiding counterfeit goods, and protecting consumer rights. Therefore, the platform has a great responsibility in providing information to tax authorities and other state management agencies.
However, in the past, the information provided by e-commerce platforms has not been complete. The reason is that for a long time they have not had to fulfill their obligation to provide information to tax authorities and other state management agencies regularly and continuously, leading to poor information retention and the provision of unverified and incomplete information.
A representative of the General Department of Taxation said that in the coming time, the Ministry of Finance will coordinate with the Ministry of Industry and Trade to have solutions requiring e-commerce platforms to immediately rectify the storage of complete information to have authentic information provided to state management agencies.
