On May 21st, the Hanoi Department of Crop Production and Plant Protection, in coordination with the People's Committee of Bat Trang commune, organized a conference to sign commitments to comply with legal regulations in the production and trading of agricultural supplies for businesses in the commune.

The conference focused on discussing solutions for managing agricultural supplies, monitoring pesticide use, traceability, and improving the efficiency of safe vegetable production in the area.
At the conference, representatives from the Hanoi Department of Crop Production and Plant Protection presented several topics related to the management of agricultural supplies; disseminated regulations on the trading of fertilizers and pesticides; provided guidance on identifying products eligible for circulation; and outlined regulations on traceability, record-keeping, invoices, and documents in business operations.

Farmers and businesses are also guided on the proper use of pesticides, ensuring the required withdrawal period and enhancing their responsibility in supplying materials for safe agricultural production.
According to a report from the People's Committee of Bat Trang commune, the locality currently has a total cultivated area of approximately 788.2 hectares, of which the vegetable growing area accounts for more than 323 hectares. The concentrated vegetable growing area in Van Duc is the main production area with a large scale, maintaining a stable supply of many types of vegetables to the Hanoi market.
Currently, the Van Duc Agricultural Production, Business, and Service Cooperative has nearly 285 hectares of production land, including about 200 hectares for vegetable cultivation and 30 hectares producing according to VietGAP standards. The cooperative maintains more than 30 varieties of seasonal vegetables, tubers, and fruits; many products have achieved OCOP 3-star and 4-star certifications.
To strictly control input materials and ensure food safety, Deputy Chairman of Bat Trang Commune People's Committee Do Thanh Thuan said that the commune has assigned the Economic Department and the Commune's General Service Center to coordinate with the Hanoi Plant Protection and Crop Production Sub-Department to regularly monitor the production activities of the people; guide the use of pesticides according to regulations, targeting the correct pests and diseases, and ensuring the pre-harvest quarantine period.

According to Mr. Thuan, the locality is implementing many solutions such as monitoring the use of pesticides, maintaining field diaries, tracing origins using QR codes, and assigning production team leaders to be in charge of each farming area.
According to the leaders of Bat Trang commune People's Committee, there are currently 13 businesses supplying agricultural materials in the fields of crop cultivation and plant protection in the area. The locality has issued many plans to strengthen production management, promote the application of integrated plant health management (IPHM), and develop safe vegetable growing areas linked to traceability and product consumption by 2030.
Along with controlling agricultural supplies, the locality is also stepping up propaganda and guidance for farmers on the safe use of pesticides, gradually reducing the use of chemical pesticides, increasing the use of biological products, insect traps, and environmentally friendly farming practices.
Every day, agricultural specialists, in coordination with production team leaders, inspect the fields and remind households to keep production logs for traceability purposes. Vegetables supplied to the cooperative will have QR codes affixed to each package, allowing consumers to easily check information about the growing region, production process, and supplier.
"Transparency in product information not only contributes to enhancing consumer trust but also creates conditions for local agricultural products to participate more deeply in modern distribution systems, supermarkets, and large retail chains," Mr. Thuan added.
Mr. Tran Phuc Son, a business owner in Chu Xa village, Bat Trang commune, said that for many years, specialized agencies have regularly organized training sessions to update new regulations for local businesses and farmers. Through these training sessions, business owners have a better understanding of regulations on the use and trading of agricultural supplies, enabling them to guide other people in the buying, selling, and use process.
Mr. Son stated that most businesses in the area strictly comply with regulations and advise people on the proper use of pesticides to ensure the quality of vegetables in the Van Duc production area.
However, the management of agricultural supplies at the local level still faces many difficulties, as most farmers have limited access to digital technology and the use of smartphone applications. Meanwhile, investing in high-tech agriculture requires large capital and a long payback period, making businesses hesitant to participate in agricultural production and consumption linkages.

According to Mr. Do Thanh Thuan, Bat Trang commune borders Hung Yen province, so controlling the origin of agricultural goods and supplies needs to be even more strictly enforced. Farmers involved in production must keep complete records so that in the event of food safety incidents, the source can be traced back to each individual production household and each agricultural supply store.
"Agricultural supplies brought to market must ensure quality control, be of the correct type, have a clear origin, and be within their expiration date. Businesses need to provide full guidance to farmers on safe usage," Mr. Thuan emphasized.
According to the leaders of Bat Trang commune People's Committee, the locality will soon pilot the installation of 10 surveillance cameras in production areas to monitor production zones and support the traceability of agricultural products. This system is expected to help authorities improve management efficiency and enhance compliance with regulations among producers.
Speaking at the conference, Ms. Luu Thi Hang, Head of the Hanoi Department of Crop Production and Plant Protection, said that the signing of commitments and memoranda of understanding aims to enhance the responsibility of agricultural input businesses in complying with legal regulations, especially regulations on traceability, invoices, documents, and product usage instructions.
According to Ms. Hang, the signing of the commitment also aims to strengthen coordination between businesses and local authorities in managing agricultural supplies, while supporting farmers in using supplies according to safe production processes. Businesses that violate regulations on traceability or trade in substandard agricultural supplies will be dealt with according to the law.

At the same time, the Hanoi Department of Crop Production and Plant Protection will continue to work alongside localities, production households, and businesses to promptly resolve difficulties and obstacles in their operations.
"To ensure food safety, the input materials must first be strictly controlled. When agricultural inputs are of guaranteed quality and comply with regulations, then the agricultural products produced will be safe and build consumer trust," emphasized Ms. Luu Thi Hang.
Tightening the management of agricultural supplies, ensuring traceability, and monitoring production processes are considered crucial solutions to improve the quality of agricultural products, guarantee food safety, and maintain the brand reputation of Van Duc vegetable growing region amidst increasingly stringent market demands.
