Attending the ceremony were Mr. Nguyen Manh Hung, Deputy Director of the Ho Chi Minh National Academy of Politics , Vice Chairman of the Central Theoretical Council; Ms. Shafinskaia Natalia, Head of the International Cooperation Department, Presidential Academy of the Russian Federation (Head of the delegation); representatives of the Russian Embassy in Vietnam; representatives of a number of Vietnamese departments, ministries and branches, and students who are middle and senior leaders and managers of the Russian Federation.

The research and exchange program with leaders and middle and senior managers of the Russian Federation was organized under the direction of the Politburo and the Secretariat of the Central Committee of the Communist Party of Vietnam . This activity of great significance contributes to further strengthening the traditional friendship, mutual trust and comprehensive strategic partnership between Vietnam and the Russian Federation.
During one week of the Program, leaders and managers of the Russian Federation studied, exchanged, discussed and shared experiences related to the following contents: Vietnam's development strategy; innovation of the socio-economic development model, responding to the current apparatus streamlining revolution in Vietnam; science, technology, innovation and digital transformation in Vietnam in the new development era; Vietnam's import-export strategy; training of high-quality human resources to meet the needs of comprehensive innovation of Vietnam's civil service; social policy and social development management in Vietnam in the new era; population work, sustainable development of the health system and people's health care in Vietnam today and listened to reports and exchanged on core values in the Vietnam-Russian Federation relationship, vision, development orientation in the new context and a number of issues of mutual concern to the two countries.

The students also surveyed and conducted field research at Hanoi University of Science and Technology; Ministry of Health; National Exhibition and Fair Center; Center for Cultural and Scientific Activities of Van Mieu-Quoc Tu Giam and the special national relic cluster of Hoan Kiem Lake and Ngoc Son Temple.
Speaking at the closing ceremony, comrade Nguyen Manh Hung expressed his confidence that the knowledge, skills and experience gained from the program will help the trainees return home and creatively apply them to practical work in the Russian Federation, contributing to improving their leadership, management and people-serving capacity.
At the same time, the connections, affections and close cooperation fostered from the program will contribute to opening up new and increasingly deep cooperation and development opportunities in all areas of the traditional friendship and comprehensive strategic partnership between Vietnam and the Russian Federation.
