Closing the 9th Extraordinary Session, the National Assembly "locked" 2025 growth target of over 8%

(HQ Online) - After 6.5 days of serious, democratic, innovative, scientific, and highly responsible work, the 9th Extraordinary Session of the 15th National Assembly completed the proposed program content and held its closing session on February 19, 2025.

In his closing speech, National Assembly Chairman Tran Thanh Man emphasized that the results were achieved on the basis of closely following the Party's policies and resolutions, democratically discussing, and fully institutionalizing the law.

Along with the spirit of listening, carefully researching to explain, absorb and edit by the drafting agency and the reviewing agency.

Accordingly, at this session, the National Assembly considered and passed four laws, including: Law on Organization of the Government (amended); Law on Organization of Local Government (amended); Law on Amending and Supplementing a Number of Articles of the Law on Organization of the National Assembly ; Law on Promulgation of Legal Documents (amended).

Resolution on handling a number of issues related to the reorganization of the state apparatus and 4 resolutions to implement the reorganization of the National Assembly and Government for the 15th National Assembly term.

The National Assembly also passed six Resolutions to promote the country's socio-economic development and specific mechanisms and policies for a number of important projects and key national works.

According to the National Assembly Chairman, this is an important milestone in the law-making process, of great significance in serving the revolution of streamlining the organization and apparatus of the political system.

At the same time, promptly remove difficulties and obstacles in institutions and policies, create breakthroughs to complete infrastructure, promote resources, and create new development space for localities and the whole country.

Personnel work has been carried out strictly, in accordance with Party regulations and State laws, achieving high consensus and unanimity among National Assembly delegates.

The National Assembly elected two additional Vice Chairmen of the National Assembly for the 15th term; approved the Prime Minister's proposal to appoint two Deputy Prime Ministers for the 2021-2026 term.

The National Assembly also elected 6 members of the National Assembly Standing Committee; approved the Prime Minister's proposal to appoint 4 Ministers for the 2021-2026 term; and at the same time, dismissed a number of Ministers and members of the National Assembly Standing Committee to take on other tasks.

The National Assembly Chairman has promoted a sense of responsibility, discussed enthusiastically, and resolved difficult issues with a wide range of influence; under special, specific conditions, under time pressure, but with the requirement of ensuring synchronization, strictness, and immediate implementation in practice.

National Assembly delegates all expressed their support and determination, with many frank and valuable opinions in both theory and practice.

However, there are still many specific issues of very different practices that need to be further researched and implemented in accordance with the Constitution, in accordance with practice, ensuring consistency, feasibility, effectiveness, and achieving the set goals.

National Assembly Chairman Tran Thanh Man requested agencies, units and localities to urgently organize implementation with a spirit of proactiveness, creativity, determination, and drasticness, and to match words with actions.

Also at the closing session, with the majority of delegates voting in favor, the National Assembly passed the Resolution of the National Assembly supplementing the socio-economic development plan for 2025 with a growth target of 8% or more.

The Resolution sets out five main groups of tasks and solutions for the Government and relevant agencies to implement to achieve the growth target of 8% or more.

Including: Promoting the improvement of institutions and laws and improving the effectiveness of law enforcement organization.

Concentrate resources on completing synchronous and modern strategic infrastructure; unblock and effectively use public investment resources.

Focus on reforming administrative procedures, improving the investment and business environment, creating all conditions to quickly resolve investment procedures, difficulties and obstacles in investment and business activities, and encouraging investment from all economic sectors.

Boost and renew traditional growth drivers.

Strongly promote new growth drivers, develop new and advanced production forces...

The National Assembly reviewed and approved a Resolution to pilot a number of special mechanisms and policies to create breakthroughs in the development of science, technology, innovation and national digital transformation.

The Resolution aims to urgently institutionalize a number of urgent tasks and solutions in Resolution No. 57-NQ/TW dated December 22, 2024 of the Politburo on breakthroughs in science, technology, innovation and national digital transformation.

This aims to liberate and unblock all resources for development, contributing to accelerating the implementation of tasks to achieve the GDP growth target of 8% or more in 2025 and double-digit growth in the 2026-2030 period.

In addition, the National Assembly unanimously approved the Resolution on the investment plan to supplement the charter capital for the period 2024 - 2026 of the parent company - Vietnam Expressway Corporation (VEC) and a number of urgent mechanisms and solutions necessary to implement the project to renovate, repair, upgrade and build a new office of the President's office at 2 Le Thach, Hoan Kiem, Hanoi.
