North-South high-speed railway project through Da Nang city: Site clearance and resettlement plan

The Management Board of Investment and Construction Projects for Traffic and Agricultural Works of the City has just reported on the implementation of site clearance and resettlement arrangements for the North-South High-Speed Railway Project through the city with specific plans and recommendations, facilitating the next steps of implementation.

Thoughtful site clearance plan

According to statistics, the North-South high-speed railway project through Da Nang is more than 116km long, passing through 24 communes and wards, and is expected to include 2 passenger stations ( Da Nang station and Tam Ky station), 1 cargo station in Chu Lai, along with 4 depots (dry ports) and maintenance stations.

Director of the Management Board of Investment and Construction Projects for Traffic and Agricultural Works of the City Nguyen Minh Huy said that the high-speed railway line on the North-South axis through Da Nang city has its starting point at Km684+050 (Hai Van ward) and its ending point at Km800+100 (Nui Thanh commune).

The route passes through the following communes and wards: Hai Van, Lien Chieu, Hoa Khanh, Cam Le, Ba Na, Hoa Vang, Hoa Tien; Dien Ban Bac, Dien Ban Tay, Go Noi, Duy Xuyen, Xuan Phu, Que Son Trung, Thang Binh, Thang Phu, Thang Dien, Tay Ho, Chien Dan, Ban Thach, Huong Tra, Tam Xuan, Tam Anh, Tam My and Nui Thanh.

The project is expected to reclaim about 843 hectares of land, affecting 2,139 households, with the need to resettle nearly 3,200 plots of land.

To meet this need, the city plans to plan and build 35 resettlement areas, with a total area of more than 211 hectares.

According to the Management Board of Investment Projects for Construction of Traffic and Agricultural Works of the City, the estimated cost of site clearance and resettlement of the project is about 16,600 billion VND.

Of which, compensation and support costs are more than 12,907.8 billion VND; construction costs for resettlement areas are more than 3,692.5 billion VND.

Site clearance work along the entire route is carried out based on the project boundary determined according to the preliminary design documents in the Pre-Feasibility Study Report.

Specifically, the project management boards have coordinated with the Land Registration Office, the City Land Fund Development Center and localities to review, investigate and determine the area of land to be recovered.

At the same time, estimate compensation costs, resettlement needs and estimate the quantity, scale and location of resettlement areas to serve the project.

It is expected that in the total recovered land area of about 843 hectares, there will be about 105.2 hectares of residential land; about 225.6 hectares of rice land, about 240.6 hectares of forest land and about 272 hectares of other land.

Suggestions and recommendations

The Management Board of Investment Projects for Construction of Traffic and Agricultural Works of the City proposed that the City People's Committee propose that the Central Government soon approve the High-speed Railway Project on the North-South axis to hand over the boundary markers for site clearance, as a basis for local implementation.

Prioritize the timely and adequate allocation of funding for localities to carry out site clearance work.

For sub-projects of compensation, support and resettlement serving the project, it is proposed to allow the implementation of detailed planning at the same time as the preparation of the Feasibility Study Report.

The railway bridge protection range in the project's Pre-Feasibility Study Report has many locations from the outermost edge of the bridge structure outwards 150m on each side, which is too large, affecting the accuracy of site clearance work.

Thereby, it is recommended that the Railway Project Management Board promptly re-examine the scope of site clearance at the above locations for implementation.

Along with that, the management board also proposed that the City People's Committee direct relevant units to quickly deploy site clearance and related procedures to start construction of the resettlement area on August 19, 2025 as directed in Notice No. 376 dated July 21, 2025 of the Prime Minister.

Direct the People's Committees of communes and wards along the route to urgently carry out the work of reviewing cadastral data, initial inventory of land, assets on land, population... according to the project boundary; develop a detailed plan for implementing compensation, support, and resettlement work to serve the project.

Invest in the construction of resettlement areas, complete site clearance work before December 2026 to hand over the site to construction contractors.

At the same time, proactively allocate local budget capital to implement site clearance and invest in resettlement areas.

In addition, identify material mines (soil, rock, sand) to designate exploitation to serve the construction of resettlement areas for the project and serve future projects...

The specific implementation roadmap from September to November 2025 will survey and compile statistics on the current status of land and affected population.

From March 2026, start carrying out inventory, compensation payment, support and resettlement arrangement.

The construction phase of resettlement areas will take place continuously from September 2025 to the end of 2026, ensuring synchronization with the progress of public investment disbursement and handover of land for railway construction.

Identify resettlement areas

The North-South High-Speed Railway Project (Hanoi - Ho Chi Minh City) has a total preliminary investment capital of about 67 billion USD. The route is 1,541km long, double gauge 1,435mm, designed speed 350km/h, has 23 passenger stations and 5 freight stations.

In Da Nang city, to carry out site clearance, resettlement areas are expected to be built north of Thu Bon river including the communes and wards: Hai Van, Lien Chieu, Hoa Khanh, Cam Le, Ba Na, Hoa Vang, Hoa Tien; Dien Ban Bac, Dien Ban Tay.

The resettlement area south of Thu Bon River includes the following communes and wards: Go Noi, Duy Xuyen, Xuan Phu, Que Son Trung, Thang Binh, Thang Phu, Thang Dien, Tay Ho, Chien Dan, Ban Thach, Huong Tra, Tam Xuan, Tam Anh, Tam My, Nui Thanh.

Currently, the Quang Nam Traffic Construction Investment Project Management Board has proposed to build 31 resettlement areas to serve the project. Some remaining locations will be determined in the coming time.

Pursuant to the Prime Minister's direction, the city plans to start construction of the first resettlement area on August 19, 2025.
