Party Secretaries of several Vietnamese provinces and Party Secretaries of Guangxi Zhuang Autonomous Region (China) met in early spring

At the conference, Secretary of the Guangxi Zhuang Autonomous Region Party Committee (China), Acting Secretary of the Ha Giang Provincial Party Committee Nguyen Manh Dung, Secretary of the Cao Bang Provincial Party Committee Tran Hong Minh, Secretary of the Lang Son Provincial Party Committee Nguyen Quoc Doan and Secretary of the Quang Ninh Provincial Party Committee Nguyen Xuan Ky were all pleased to see that the common perceptions reached at the 2023 Spring Meeting Conference were effectively implemented by the provinces/regions of both sides, such as friendly exchanges, enhanced border management cooperation; effective cooperation in disease prevention and control across the border. The parties have promoted the construction of traffic connections, maintaining training and fostering cooperation; strengthened cooperation in the field of agriculture ...

In particular, the two sides continue to pay attention to promoting trade and investment cooperation. Since 2016, Vietnam has continuously been China's largest trading partner in ASEAN and since 2020, it has been China's 6th largest trading partner in the world. China has been Vietnam's largest trading partner for many years. The two countries' trade turnover in 2023 will reach over 171 billion USD.

To further deepen and promote the increasingly developing and substantive exchange and cooperation relationship, on behalf of the Secretaries of the four border provinces of Vietnam, Acting Secretary of the Ha Giang Provincial Party Committee Nguyen Manh Dung proposed that Secretary of the Zhuang Autonomous Region Party Committee Liu Ning agree on a number of cooperation contents in 2024.

The focus is: The provinces/regions continue to thoroughly implement the common perceptions reached between the senior leaders of the two Parties and the two States of Vietnam and China, especially the "Joint Statement of Vietnam - China on continuing to deepen and elevate the comprehensive strategic cooperative partnership, building a community of shared future of Vietnam - China of strategic significance" during the visit to Vietnam by General Secretary and President of China Xi Jinping in December 2023.

At the same time, actively participate and contribute to the central cooperation mechanisms of the two countries. Continue to coordinate to implement the results of the 15th meeting of the Vietnam - China Bilateral Cooperation Steering Committee. Continue to promote the implementation of the "Memorandum of Understanding on friendly cooperation between the Provincial Party Committees of Ha Giang, Cao Bang, Quang Ninh, Lang Son and the Party Committee of the Guangxi Zhuang Autonomous Region (2022 - 2026)".

On the other hand, continue to maintain and promote the effectiveness of the Spring Meeting Mechanism between Secretaries and the Joint Working Committee Conference among 5 provinces/regions in the coming time.

Direct the authorities and units and localities of both sides to promote the implementation of delegation exchanges at all levels, friendly exchange activities to enhance mutual understanding and trust, and spread friendship between the people of both sides. Thereby, promoting comprehensive exchanges and cooperation.

Maintain smooth trade activities at border gates, ensure the supply chain of goods and improve customs clearance capacity, avoid congestion of goods at border gates. Promote the export and import of more high-quality agricultural, aquatic and food products from both sides. Speed up the opening and upgrading of new border gates, border crossings/border market pairs. Promote cultural and tourism exchanges. Strengthen exchanges and cooperation in the fields of education and training.

Effectively implement the Agreement on cooperation in training cadres between the four border provinces of Vietnam and the Party Committee of the Guangxi Zhuang Autonomous Region. Organize exchanges between Party committees and Party organizations at all levels to deepen the exchange and mutual learning of theories and practical experiences in work. Strengthen cooperation in preventing and combating illegal entry and exit and combating cross-border crimes...

Acting Secretary of Ha Giang Provincial Party Committee Nguyen Manh Dung believes that, in the context of the current positive development of the Vietnam - China relationship, with the support of the Party Central Committee, the Government, the Central External Relations Commission, the Ministry of Foreign Affairs and the ministries and branches of the two countries, with the great efforts and determination of the 5 provinces/border areas, the contents on promoting exchanges and cooperation between the two sides discussed effectively at this Conference will be implemented effectively, positively contributing to socio-economic development, bringing practical benefits to the people of both sides.

In particular, implementing the "Memorandum of Understanding on friendly cooperation between the Provincial Party Committees of Ha Giang, Cao Bang, Quang Ninh, Lang Son and the Party Committee of the Guangxi Zhuang Autonomous Region (2022 - 2026 period)"; maintaining and further promoting the effectiveness of the Spring Meeting Mechanism between Secretaries and the Joint Working Committee Conference between the 5 provinces/regions...

At the conference, the Secretary of the Guangxi Zhuang Autonomous Region Party Committee and the Secretaries of the four Vietnamese border provinces signed the minutes of the Conference on building a community of shared future between Vietnam and China with strategic significance.

Key leaders of 5 provinces/regions witnessed the signing of many cooperation agreements between the two sides.
