Provincial Party Secretary Nguyen Phi Long inspected the progress of the Hoa Binh

On the morning of August 21, comrade Nguyen Phi Long, alternate member of the Party Central Committee, Secretary of the Provincial Party Committee, Head of the Steering Committee for key projects of the province inspected the progress of the Hoa Binh - Moc Chau Expressway Project (section from Km19+000 - Km53+000 in Hoa Binh province); worked with the Standing Committee of the Da Bac District Party Committee on the leadership of the implementation of tasks for 8 months and key tasks and solutions for the last months of 2024. The delegation included comrade Quach Tat Liem, Vice Chairman of the Provincial People's Committee and leaders of a number of departments and branches.

Comrade Nguyen Phi Long, alternate member of the Party Central Committee, Secretary of the Provincial Party Committee, gave a speech at the working session with the Standing Committee of the Da Bac District Party Committee.

According to the report of the Party Committee of the Provincial People's Committee, the work contents to prepare for the project's commencement are being focused on implementation. Regarding the site clearance and resettlement work, Da Bac district has completed the inventory and measurement of residential land and garden land according to the Land Acquisition Notice. The district has provided advance support to 8 households to relocate graves out of the scope of the construction section; it is expected to approve and pay affected households before September 2, 2024 to start the project; the rest strive to complete the compensation, support and resettlement work for the entire route in Hoa Binh province in October 2024.

The capital plan assigned to date is 4,523 billion VND, of which 95.2 billion VND has been disbursed. It is expected that by September 2, 2024, construction of the project section Km19+000 - Km40+750 (from the beginning of the route to before Hoa Son bridge) will start; and the Hoa Son bridge, bridges on the route, tunnels and remaining roads will start construction in October 2024. At the same time, based on the expected construction location selected by the Provincial People's Committee (expected area Km25+900 in Da Bac district), the functional unit is urgently implementing related work contents and procedures to start construction of the project on schedule.

Regarding the implementation of political tasks in the past 8 months, the District Party Committee and People's Committee of Da Bac district have focused on leading and directing the good implementation of Party building and socio-economic development. The growth rate of production value in the first 9 months is estimated at 9.6%, compared to the same period last year at 118.52%; average income per capita is estimated at 41.3 million VND; total state budget revenue is estimated at 25,644 billion VND. The work of preventing and combating corruption, negativity, practicing thrift, and combating waste has been promoted. National defense and security have been strengthened, social order and safety have been ensured...

The Provincial Party Secretary requested Da Bac district to focus on leading and directing the land acquisition and clearance work, considering it the top political task to start the project on September 2. Coordinate with the Traffic Project Management Board, the Department of Agriculture and Rural Development, and the Department of Natural Resources and Environment to submit to competent authorities for approval of the conversion of forest and rice land purposes. Issue announcements, propagate and mobilize people, mobilize the participation of the entire political system, and create consensus in the land acquisition and clearance work.

He requested the Provincial People's Committee to lead and direct the strict implementation of legal regulations in bidding work; prevent and combat corruption in project implementation; select contractors with sufficient capacity to implement projects to ensure progress and quality.

Regarding the implementation of political tasks in the last months of 2024, the Provincial Party Secretary requested Da Bac district to focus on doing a good job in Party building, focusing on leading and directing the guiding documents of the Central Committee and the Provincial Party Committee on Party Congresses at all levels towards the 14th National Congress of the Party; evaluating and summarizing the implementation of the term's targets; limitations, shortcomings, orientation of tasks and solutions in the new term; developing Congress documents closely following the practical situation. The district needs to pay attention to training, fostering, rotating, planning, and selecting a team of cadres with sufficient capacity, qualifications, moral qualities, and work experience.
