According to Mr. Mai Van Khiem, Director of the National Center for Hydro-Meteorological Forecasting, "Currently, a new tropical depression (TLD) has appeared in the sea east of the Philippines. It is forecasted that in the next 1-2 days, this TLD has the potential to strengthen into a storm with a probability of 70-80%, moving into the northeastern area of the East Sea around October 19-20."
According to Mr. Khiem, due to the influence of the tropical depression, which is likely to strengthen into a storm, from the afternoon of October 18, the northern and central areas of the East Sea (including the waters of the Hoang Sa archipelago) will have gradually stronger winds and rough seas.
The time when the storm enters the East Sea coincides with a cold air mass from the North, so the storm is likely to weaken as it moves over the sea.

From the night of October 18, the North began to be affected by cold air, which then intensified during October 20-25, causing cold weather at night and in the morning, with the possibility of cold in mountainous areas. In the Gulf of Tonkin, from October 20, the Northeast wind may be strong at level 6-7, gusting above level 8, with waves 2-4 m high and rough seas.
Meanwhile, from October 16-18, the area from Quang Tri to Quang Ngai will have moderate rain, heavy rain and thunderstorms, with common rainfall of 70-150mm, in some places over 350mm, and in Hue city in some places over 500mm.
After October 19, the Central region will continue to have moderate rain, locally heavy rain; especially, from October 23-26, due to the combined impact of cold air, high-altitude easterly wind disturbances and terrain, provinces from Ha Tinh to Quang Ngai are likely to experience heavy rain and floods in river basins.
The meteorological agency warned localities to closely monitor forecasts and proactively prepare plans to prevent storms, flash floods, and landslides; short-term bulletins on rainfall and flood warning levels will be continuously updated in the coming days.
