Van Ban Commune, Phu Tho Province is a locality newly formed on the basis of merging 3 communes Van Ban, Tam Son and Tung Khe with nearly 16,000 people, focusing on promoting grassroots digital transformation. From the end of September to the beginning of October 2025, the commune has continuously organized many conferences, communications, training, and digital skills training for officials, civil servants and people.
In Dong Rao, Dung, Go Cham or Nuong Son areas, people were for the first time directly instructed on how to submit administrative documents online, receive results at home, use cashless payment applications or exploit essential digital services.
"We used to have to go to the commune headquarters, wait, and go through complicated paperwork. Now we only need a few steps on the phone to complete the process. It's convenient and saves time and effort," many people in Go Cham happily shared after the training session.

In addition to mass media, Van Ban commune also effectively implemented in-depth thematic conferences such as the thematic conference of the Party Cell of the Commune People's Committee chaired by Comrade Lai The Hung, Vice Chairman of the Commune People's Committee, Secretary of the Party Cell. At the conference, the Commune People's Committee presented a report on outstanding results in the field of science and technology development, innovation and digital transformation since the implementation of the 2-level local government model.
Notably, after 3 months of implementation, 100% of administrative documents (except confidential documents) were processed and digitally signed online; the electronic one-stop system and document management software operated stably; people gradually became familiar with and actively used online public administrative services.
"To successfully carry out the digital transformation task, it is necessary to have the synchronous participation of the entire political system, in which the team of cadres, civil servants and community digital technology groups play a pioneering role. Each cadre and civil servant must be a person who clearly understands and skillfully applies digital tools in daily work, and at the same time be a guide and supporter for people to access and use online public services, digital platforms serving production, business and life", Mr. Nguyen Hoang Long, Party Secretary, Chairman of the People's Council of Van Ban commune affirmed.

Many conferences to raise awareness and application of information technology for the community were held in Bao Ha commune, Lao Cai province.
Not only Van Ban, another land in the Northern mountainous region, Bao Ha commune, Lao Cai province, also left its mark in the "Digital Education for All" movement. Recently, at the commune People's Committee hall, an intensive training course on digital transformation was held with the participation of 72 community digital technology groups and a large number of people.
People are given specific instructions on how to retrieve their VNeID password when they forget it, and how to register for temporary or permanent residence online. In particular, the Commune Police directly "hold people's hands and show them how to do it", helping them become more confident in the online environment.
"Before, when I heard about 'digital transformation', I was hesitant, thinking it was only for the young. Now I can do it. For a long time, I only knew how to go to the commune to declare, now I can declare it myself on the phone," said Mr. Trang A Phu, a H'Mong ethnic, excitedly.

In the midst of a rapidly urbanizing area, Dai Xuyen commune, Hanoi City, shows a methodical and disciplined way of doing things. In mid-September, 46 community digital transformation teams were trained in practical skills, from using iHanoi, VNeID to paying non-agricultural taxes 2025 via eTax Mobile.
Chairman of Dai Xuyen Commune People's Committee Hoang Tuan clearly stated his point of view: Digital transformation is not just about equipping software, but also about changing mindset and service methods. The digital transformation team must 'go to every alley, knock on every door, and guide every person', this is a commitment of responsibility to the people.
The results are not only in people's satisfaction, but also clearly reflected in the administrative service index when, as of August 31, 2025, Dai Xuyen commune ranked 15th out of 126 communes in the city in terms of scoring the people service index.

From "Eradicating Ignorance" to "Popular Education"
