Binh Dinh proposes to add Hoi Van Geothermal Power Plant with capacity of 15 MW

Binh Dinh has just proposed that the Ministry of Industry and Trade include the Hoi Van Geothermal Power Plant Project in the list of projects to be implemented in the Plan to implement the Adjustment of the VIII Power Plan. The project was proposed by LiOA Geothermal Power Joint Stock Company.

According to Decision No. 768/QD-TTg dated April 15, 2025 of the Prime Minister on approving the Adjustment of the National Power Development Plan for the period 2021 - 2030, with a vision to 2050 (adjustment of Power Plan VIII), in the period up to 2030, regarding the list of biomass power projects, Binh Dinh has the Binh Dinh Biomass Power Plant Project.

This project has a capacity of 50 MW, a total investment of 3,125 billion VND, implemented on an area of 20 hectares, and is expected to be put into operation in the period of 2028 - 2029.

At the end of 2023, Erex Joint Stock Company (Japan) proposed to invest in a Biomass Power Plant in Binh Dinh on an area of about 15 - 20 hectares with a total investment of VND 2,400 billion; capacity of 50 MW and electricity production reaching 296.4 million kWh/year.

In addition, according to the power source structure approved in the Decision on Adjusting the Power Plan VIII, in the period up to 2030, Binh Dinh is allocated a capacity scale of geothermal power and other new energy development of about 45 MW.

Currently, Binh Dinh province has an investor proposing and conducting research to invest in Hoi Van Geothermal Power Plant, with a capacity of 15 MW (previously included in the List of geothermal power technical potential of the Power Planning VIII dossier approved in Decision No. 500/QD-TTg dated May 15, 2023 of the Prime Minister).

According to research, in September 2008, the People's Committee of Binh Dinh province agreed to allow the joint venture VNECO9 Power Construction Joint Stock Company and Nhat Linh Company Limited (LiOA) to survey and explore geothermal resources in an area of about 9.6 hectares along both sides of Hoi Van hot spring, Cat Hiep commune, Phu Cat district to build a geothermal power plant here.

Next, in 2023, LIOA Geothermal Power Joint Stock Company proposed to survey and research the Hoi Van Geothermal Power Project and the LiOAGP Hoi Van Resort Project in Phu Cat district.

Then, on January 8, 2024, LiOA Geothermal Power Joint Stock Company sent a document to the People's Committee of Binh Dinh province proposing the Hoi Van Geothermal Power Plant Project to the Plan for implementing the National Power Development Plan.

Recently, Mr. Nguyen Tu Cong Hoang, Vice Chairman of Binh Dinh Provincial People's Committee, signed a document requesting the Ministry of Industry and Trade to consider allocating geothermal power sources to Binh Dinh province to have a basis to attract investment in the Hoi Van Geothermal Power Plant Project and include the project in the list of projects implemented in the Plan to implement the Adjustment of Electricity Planning VIII.

According to the proposal, Hoi Van Geothermal Power Plant has a total investment of 850 billion VND, a capacity of 15 MW, and an area of 4 hectares. The project is expected to be put into operation in 2027 - 2028.

In addition to the above project, Binh Dinh province also requested the Ministry of Industry and Trade to direct Vietnam Electricity Group to soon implement investment in synchronous power grid projects to ensure power supply for Phu My Industrial Park.

Including Phu My 2 220kV transformer station, capacity 500 MVA, scheduled to be put into operation in 2027; Phu My 2 - Phu My 2 double-circuit 220kV line, length 2 x 20 km, scheduled to be put into operation in 2027.

According to the report of Phu My Investment Group Joint Stock Company - the investor of Phu My Industrial Park Phase 1, the total electricity demand of the industrial park is about 355.6 MVA. Of which, Phase 1 of the industrial park will be completed in the fourth quarter of 2027 with an electricity demand of about 190.1 MVA; Phase 2 is expected to be completed in the fourth quarter of 2028 with an additional electricity demand of about 165.5 MVA.
