The Ho Chi Minh City Ring Road 4 project has a total length of about 159.3km, passing through Ho Chi Minh City and the provinces of Dong Nai and Tay Ninh.
The total investment of the entire project is about 120,413 billion VND, divided into 10 independently operated component projects.
Of which, the section managed by Tay Ninh Provincial People's Committee is 78.3km long (including 74.5km through the province and 3.8km through Ho Chi Minh City).
The road is designed according to expressway standards, the completed phase includes 8 lanes, design speed 100 km/h. Both sides have parallel roads with at least 2 lanes, speed 60 km/h. The diverging phase (phase 1) will build 4 expressway lanes, 25.5m wide roadbed, with a system of collector roads and side roads.
The project has a total investment of phase 1 (excluding interest) of 68,270 billion VND. Of which, the state budget capital is 39,556 billion VND (75% of the central budget, 25% of the Tay Ninh provincial budget, maximum of about 10,000 billion VND), the rest is the investor's capital.
Specifically, component projects 1-4, with a total capital of more than VND 24,971 billion, mainly serve compensation, resettlement, and construction of service roads.
Component projects 2-4 and 2-5, total capital is VND 20,485 billion and VND 22,813 billion respectively, including investment capital for main infrastructure construction.
To date, Tay Ninh province has completed the pre-feasibility study report. The National Assembly has approved the project investment policy in Resolution No. 220/2025/QH15, dated June 27, 2025.
Currently, the locality is selecting a consulting contractor to prepare a feasibility study report, which will serve as a legal basis for the next steps./.
