At the conference, the Department of Finance reported on the disbursement of public investment capital in 2025. Accordingly, the total public investment capital plan for 2025, including 2024 transferred to Ca Mau province, is over 12,000 billion VND. To date, the whole province has disbursed over 3,300 billion VND, equal to 27.2% of the capital plan, an increase of over 200 billion VND since the second conference on July 11, 2025. There are 17 investors assigned capital plans for 2025 (excluding commune level); of which, 08 investors disbursed above the provincial average (27.2%) and 09 investors disbursed below the provincial average.
Currently, the disbursement of public investment capital in 2025 in the province is facing some difficulties and obstacles due to the scarcity of construction stone supply and high selling prices, which greatly affects the progress of construction packages; many consulting units refuse to implement large and complicated packages, so the implementation progress is slow; the capacity of some contractors is not sufficient to continue implementing ongoing packages; site clearance is still slow...

Speaking at the conference, Vice Chairman of the Provincial People's Committee Lam Van Bi emphasized: The remaining amount of implementation and capital plan to be disbursed in the last 5 months of 2025 is very large - over 8,800 billion VND. Therefore, it is necessary to urgently and drastically implement key tasks and solutions to promote disbursement of public investment capital.
The Vice Chairman of the Provincial People's Committee said that the Standing Committee of the Provincial Party Committee will establish working groups to direct the disbursement of public investment capital; the solutions directed by the provincial leaders from previous meetings must be well implemented; focusing on clarifying the responsibilities of each organization and individual in implementing the disbursement of public investment capital. Administrative agencies from the provincial and communal levels must clearly define the time to handle work during the day for the field of public investment disbursement; the Office of the Provincial People's Committee is the unit responsible for monitoring this issue.
Regarding site clearance, the Vice Chairman of the Provincial People's Committee directed that there must be time for people to exercise their civil rights; the time and procedures for site clearance must be shortened; the Department of Agriculture and Environment must be assigned to determine the origin, process, and land development of works and projects; the site clearance support work must be fair and transparent; provincial departments and branches must support communes and wards in determining land prices and site clearance procedures; investors whose projects are slow to settle and pay off will be reminded the first time, but will be criticized the next time.
