At Binh Phuoc bridge, Permanent Vice Chairman of the Provincial People's Committee Le Truong Son and leaders of relevant departments, branches and localities attended the meeting.
At Dak Nong bridge, the provincial People's Committee leader authorized the Provincial Party Committee, Director of the Department of Construction Phan Nhat Thanh to chair the meeting. Also attending the meeting were leaders of departments, branches, localities and related units.

The investment project to build the North-South Expressway in the West, Gia Nghia (Dak Nong) - Chon Thanh (Binh Phuoc) section has a total length of more than 124km, passing through Binh Phuoc and Dak Nong provinces. The total preliminary investment is about 25,900 billion VND.
This project is divided into 5 component projects. In which, Binh Phuoc Provincial People's Committee is the investor of Component Project 1 - investment in highway construction (total cost of more than 19,600 billion VND).
Binh Phuoc and Dak Nong provinces are investors in two component projects related to the construction of service roads and resettlement compensation, the section passing through their provinces.
Component 1 of the project was approved by the Prime Minister on April 28, 2025. The People's Committee of Binh Phuoc province is striving to complete related procedures to start the project on August 19, 2025.

Binh Phuoc is implementing two component projects related to the construction of service roads and compensation and resettlement. According to Binh Phuoc departments and branches, both projects have not encountered any significant difficulties or problems in implementation.
In Dak Nong, the province has approved the feasibility study report of Component Project 2 related to investment and construction of a service road through the area and started construction of a bidding package in April 2025.
The component project related to site clearance has not been appraised and approved because the investment level is being adjusted to comply with regulations.

Through calculations, Dak Nong determined that the demand for construction materials in the area basically meets the demand for highway construction. In particular, the leveling soil will be coordinated internally on the route. The demand for construction stone is about 1.07 million m3 and construction sand is about 210,000 m3 .
The highway through Dak Nong is more than 23km long, of which about 19.5km passes through 2 bauxite mine areas that have been surveyed and approved for reserves. There are 2 earth mines and 5 waste dumps of the highway located in the bauxite mineral planning area.
Currently, the Dak Nong Provincial People's Committee has requested the Ministry of Agriculture and Environment to guide the Vietnam National Coal - Mineral Industries Group on the plan to improve and restore the environment in the licensed area.
In areas planned for bauxite but not yet licensed, Dak Nong province proposed not to reclaim but to utilize the land for excavation and internal coordination of the project.

According to opinions from Dak Nong departments and branches, the local construction industry is currently facing difficulties due to the sudden increase in construction sand prices in mid-May 2025. In addition, the province is confused because it has not yet provided instructions on the recovery of bauxite outside the licensed area.
The project passes through Dak R'lap district and the estimated total investment for the site clearance project may exceed the total investment compared to the decision approved by the competent authority. These are difficulties that may affect the implementation of the expressway.

At the working session, Permanent Vice Chairman of Binh Phuoc Provincial People's Committee Le Truong Son requested departments, branches and localities of Binh Phuoc to report on the actual progress and difficulties in the implementation process.
Comrade Le Truong Son acknowledged the opinions from the leaders of departments, branches and localities of Dak Nong province. The project implementation progress is currently guaranteed.
However, there are some issues that, if not proactively resolved, run the risk of being delayed. In particular, the People's Committee of Binh Phuoc province pays special attention to site clearance.
After this meeting, the two provinces will focus on working to resolve arising issues so that the project can start as planned (Component Project 1 is expected to start on August 19).
Units and localities closely follow the progress to promptly report arising issues to the leaders of the two provinces for resolution and next steps.
