Binh Thuan will become a green energy hub.

With its advantageous natural conditions of abundant sunshine and wind, Binh Thuan has attracted many large-scale investors in clean energy to realize the orientation of the Planning for the period 2021-2030, with a vision to 2050, aiming for Binh Thuan province to soon become a national energy center, especially for green energy.

Miracles from the sun and wind

Binh Thuan's advantage in developing clean energy lies in its higher average wind and sunshine hours compared to other provinces, as well as high wind speeds and solar radiation, giving it the potential and advantages for developing wind and solar energy. To develop its wind power potential, since 2010, Binh Thuan province has developed a Wind Power Development Plan for the period up to 2020, with a vision to 2030. For solar power, Binh Thuan province has also developed a plan for the period up to 2020, with a vision to 2030.

Currently, Binh Thuan province has 35 operational renewable energy power plants with a total capacity of approximately 1,409.71 MW, including 9 wind power plants with a capacity of 299.6 MW and 26 solar power plants with a capacity of approximately 1,110.11 MW. These plants make a significant contribution to the socio-economic development of the province and ensure electricity supply for the Southern key economic region and national energy security. Besides traditional energy sources such as thermal power, hydropower, onshore wind power, and solar power, Binh Thuan province also has significant potential for developing offshore wind power. Many domestic and foreign investors are currently registering to survey and develop offshore wind power projects in the province.

To date, nine projects with a total capacity of 25,200 MW have been registered and proposed by investors in the province. Among them, the Thang Long Wind project, with a proposed capacity of 3,400 MW, has received approval in principle from the Prime Minister and the Ministry of Industry and Trade for investors to conduct research and surveys. With these conditions and advantages, Binh Thuan is identified as a center for clean energy, renewable energy, offshore wind power, and pumped storage hydropower. The windy and sunny land of Binh Thuan sets it apart from other localities, making it the most attractive resource for investors in the current economic climate.

Electricity generation is also a potential area for Binh Thuan.

Besides its potential for developing wind and solar power, Binh Thuan, with its advantageous geographical location, natural conditions, and human resources, also has many opportunities to develop the green energy sector. AES is the largest US investor in the energy sector in Vietnam, and the Son My LNG terminal project, which plays a crucial role in contributing to Vietnam's future energy, is currently under investment. Upon completion and commissioning, the estimated gas volume will be sufficient to supply energy to 15 million households. The construction of the plant will create more than 1,500 jobs and contribute to improving the quality of life for the people. In particular, Binh Thuan also has significant potential for developing green hydrogen gas power projects.

Recently, Vice Chairman of the Provincial People's Committee Nguyen Hong Hai held a working session with Hydrogen de France (HDF Energy). HDF Energy presented its technology, solutions, and potential for developing green hydrogen power projects in Binh Thuan province. HDF Energy is an independent power developer, investor, and producer from France, focusing on hydrogen production for zero-carbon electricity generation, with stability and 24/7 operation. One of the company's main solutions is Renewstable, which combines solar and wind power plants with hydrogen storage and power generation via fuel cells. The company's business activities include Hypower solutions that utilize readily available hydrogen from petrochemical and chemical plants to generate electricity through fuel cells. Currently, HDF Energy is the investor implementing the world's first commercial green hydrogen power project using the Renewstable solution in French Guiana and in South America.

In addition, the company has also built the world's largest fuel cell manufacturing plant in Bordeaux, France, with a capacity of up to 1.5 MW per unit, which has been operational since mid-2024. To develop green hydrogen power projects in Vietnam, HDF Energy has recently collaborated with agencies, units, and localities to conduct research, assessments, and identify potential locations for project development in Vietnam, including Binh Thuan province with its great potential for renewable energy. HDF Energy's leadership hopes to implement green hydrogen power projects in Binh Thuan province, initially in Phu Quy and Tuy Phong districts.

According to Vice Chairman of the Provincial People's Committee Nguyen Hong Hai, the development of green hydrogen power projects is currently in line with the development orientation of the electricity sector in Vietnam and Binh Thuan province, aiming to gradually replace electricity production from fossil fuels with electricity production from renewable energy sources. Initially, relevant provincial departments and agencies will support HDF Energy Company in completing the procedures to implement a pilot green hydrogen power project in Phu Quy district.
