About ten teenagers, mostly in school uniforms, were sitting and whispering when they suddenly fell silent as Major Hoang Thanh Hai, Chief of Police of Dien Chau Commune, entered.

"I'm the head of the commune's police force, so let's get acquainted first, starting with your names, ages, schools, and why you're here," Major Hai said gently.

“My name is HV, I’m in 10th grade at Ngo Tri Hoa High School. I lent my motorbike to a friend to pawn,” the skinny boy mumbled, almost afraid to look straight ahead.

"You haven't told the truth yet!" the Major said sternly.

"I pawned my motorbike once before, and my dad redeemed it. This time, my friend borrowed it to pawn," V.'s voice trailed off.

When Major Hai asked what V. had used the money from pawning the car for, V. did not answer.

"Do you think what you did was wrong?" the village police chief asked. "Yes, I was wrong," V. replied.

One by one, the remaining seven teenagers, in the presence of their parents, recounted their wrongdoings, primarily including driving motorcycles without proper qualifications, not wearing helmets, reckless driving, and gathering to fight with each other...

Major Hai clearly analyzed the violations committed by each student, as well as the responsibilities of their parents. The students' actions, as well as the parents' lack of supervision and allowing their children to use vehicles, will be severely punished according to the law.

According to the Head of the Dien Chau Commune Police, the management, education , and prevention of law violations among young people and students are given special attention and close guidance by the Provincial Police leadership and the local commune authorities.

In addition to implementing professional measures, the Dien Chau Commune Police have developed a "Legal Education Book Room" model specifically for students under their supervision, aiming to prevent legal violations. This is the first group of young people in the commune to be invited by the police to... read books.

"Of course, it's not just about reading books; students must also write a summary of what they've read and their thoughts. We will photocopy these summaries and send a copy to the school to help monitor their progress."

"Every week, parents also have to dedicate a session to come here with the commune police to supervise their children's reading, cooperating with the police in educating their children," Major Hai informed.

A murmur arose, and a timid mother stood up: “When the police informed us that our children were exhibiting signs of violating the law, we were shocked. Shocked, saddened, and helpless. Now that the police have called them in and are educating them like this, we wholeheartedly support it and hope they will help guide and correct them.”

The reading room is equipped with a television and over 200 carefully selected books, neatly arranged.

Before entering the reading room, these students will be briefed on the content and regulations of the reading room, and will watch news reports and clips about the scenes and consequences of accidents caused by reckless driving and racing, school violence incidents, and propaganda messages that have been collected and compiled by officers and soldiers of the Dien Chau Commune Police.

Mr. HVH works abroad, leaving the responsibility of raising and educating their children to his wife. When V. (Mr. H.'s son) passed the entrance exam to high school, the couple discussed buying him an electric bicycle to go to school, but V. pleaded and persuaded his mother to buy him a motorbike instead, and in the end, his wife relented.

When he heard about his son's misbehavior, he rushed back home in a panic, tightening his control, but the situation didn't improve much. His son pawned his motorbike, and Mr. VH, out of love for his son, went to redeem it. When his son stopped pawning the motorbike, VH borrowed money from friends and acquaintances, and Mr. VH had to repay it. This time, VH lent his motorbike to someone else to pawn...

"My child hangs out with friends, listens to my advice, doesn't argue, but doesn't change. I'm so sad and helpless, I feel both pity and anger towards my child, but I don't know what to do. The police called my child and me in, and honestly, I'm very embarrassed in front of the neighbors, but for my child's future, I have to accept it."

"The children don't listen to their parents or teachers, but they're afraid of the police officers. As long as they're still afraid, I think they can still be disciplined and guided," the father said, his heart aching as he found something to cling to in order to save his child who was on the verge of delinquency.

Therefore, this man supports the reading model and is committed to cooperating with the police force to guide his child's behavior.

According to Major Hoang Thanh Hai, strengthening inspections, early detection, and prevention of violations by children only addresses the "symptoms" of the problem. The most important thing is to address the root cause, which is changing the children's awareness and understanding of illegal activities.

The head of the Dien Chau commune police believes that educating and reforming students who show signs of violating the law cannot be rushed but requires a long process. Reading books cannot bring immediate results, but if the children read 10 parts, grasping at least one part, and persevere for many days and months, there will be a change.

The idea of ​​building a reading room, organizing reading sessions, and requiring students to write reflections, initiated by the commune police, received support from local leaders, school principals in the area, and parents of unruly children. With the collaboration of various units, organizations, and individuals, a modern reading room equipped with many books has been established right within the commune police station.

However, according to Major Hai, classifying groups of students with similar behaviors to select appropriate textbook content is not simple. Furthermore, not all parents are willing to accept the fact that their children are misbehaving, leading to a lack of cooperation with the police in educating their children.

“In reality, some students are being ‘left to their own devices,’ leading to the risk of violating the law such as fighting, racing, and reckless driving. Educating and managing these students cannot be left solely to teachers, parents, or grandparents; it must be done comprehensively and with close coordination from schools, families, and society, including the police force.”

"When parents pay attention, schools take notice, and the commune police keep an eye on things, the work of educating and reforming these children becomes more effective and substantial," said the Head of the Dien Chau Commune Police.

Sharing the same view, Major Lay Van Thin, Deputy Head of the Mon Son Commune Police ( Nghe An ), believes that in the management and education of unruly students, there needs to be close coordination between the family, the school, and the police force.

The model of coordinating homeroom teachers, schools, and parents to manage and educate unruly students has been implemented by the Mon Son Commune Police since April. The commune police reviewed and compiled a list of 30 unruly teenagers and students, and invited their parents and homeroom teachers to discuss and agree on how to manage the children.

This model has received strong support and cooperation from parents. Many parents have proactively contacted the police for assistance in managing and educating their children.

After more than half a year of implementing the model, the situation of teenagers gathering to hang out late at night or driving motorbikes before reaching the legal age has decreased significantly. The number of students on the education list of the commune police has shown remarkable progress...

Mr. Dang Trong Hao, Deputy Principal of Muong Qua High School (located in Mon Son commune), highly appreciated the effectiveness of the model of coordinated management and education of unruly students implemented by the Mon Son Commune Police.

"The police force, in coordination with the school, will monitor and manage students both inside and outside the school, promptly detecting and preventing violations by students, including incidents related to school violence," Mr. Hao said.
