The entire army has a Central Military Commission appointed by the Politburo , including a number of Central Party Committee members working in the Army and a number of Central Party Committee members working outside the Army, under the leadership of the Central Executive Committee, which is often the Politburo and the Secretariat.

The Central Military Commission Standing Committee has 7 to 9 members. The General Secretary is the Secretary of the Central Military Commission.

After the Party's national congress, based on the Party Charter and the assignment of work by the Politburo , the Central Military Commission of the previous term presided over and coordinated with the Central Organization Committee to propose to the Politburo to appoint the Central Military Commission of the new term.

In military regions, a military region party committee is established; the military region party committee is a committee directly under the Central Military Commission, consisting of members working in the military region party committee elected by the congress at the same level, with a number of 15 to 21 members, and secretaries of provincial and municipal party committees in the military region assigned by the Politburo to participate.

In case of real necessity, the Politburo and the Secretariat can appoint a number of other comrades with appropriate structures to participate in the military region's party committee. The military region's party committee's standing committee has from 5 to 7 members working in the military region's party committee.

In the military branches, army corps, Border Guard, General Staff - Ministry of National Defense, General Department of Politics, general departments, Government Cipher Committee, Vietnam Coast Guard and equivalent, establish party committees. The party committees of the above-mentioned party organizations are party committees directly under the Central Military Commission, with 15 to 21 members.

Party organizations in military agencies, provincial and municipal army units

Regulation No. 332 has a chapter regulating party organizations in military agencies, local army units of provinces and cities; party organizations in military commands and militia units of communes, wards and special zones.

Specifically, at military agencies and local military units of provinces and cities, establish provincial and municipal military party committees under the direct leadership in all aspects of the provincial party committee, and at the same time implement resolutions of the higher-level military party committees on national defense tasks and local military work, and resolutions of the Border Guard Party Committee on border work and building border guard forces (in border areas).

The provincial and municipal military party committees directly under the provincial party committees are the direct superior party committees of grassroots party organizations, consisting of members working in the provincial military party committees elected by the congresses at the same level, with a number of 13 to 19 people (the Hanoi Capital Command Party Committee and the Ho Chi Minh City Military Party Committee have a number of 15 to 21 members) and provincial party secretaries, deputy provincial party secretaries who are chairmen of the provincial People's Committees, appointed by the provincial party committee standing committee to participate.

The provincial party secretary directly serves as the provincial military party secretary. The commander and political commissar of the provincial military command participate in the provincial party executive committee. The commander participates in the provincial party standing committee.

At the regional defense command, establish a grassroots party committee directly under the provincial military party committee. At the border guard command, establish a grassroots party committee. The border guard command's party committee is under the direct leadership in all aspects of the provincial military party committee (where there is a border), and at the same time implements the resolutions of the Border Guard Party Committee on border work and building the border guard force.

At the military command and militia units at the commune level, establish a commune military cell directly under the commune party committee. The commune military cell is under the direct leadership in all aspects of the commune party committee, and at the same time implements the resolutions of the higher-level military party committee on local military and defense tasks.

Party members of the commune military cell include the Party Secretary, the Chairman of the Commune People's Committee; Party members in the commune military command, the regular militia unit, the mobile militia and the sea militia (if any). The commune Party Secretary directly serves as the commune military cell secretary from the time he is appointed by the commune Party Committee (standing committee of the Party Committee) and ends when he ceases to hold the position of commune Party Committee secretary. The commander of the commune military command participates in the Party Committee and the standing committee of the commune Party Committee.

Compared to the old regulation, Regulation No. 332 does not contain any content related to "military agencies of districts, towns, cities under provinces and centrally run cities".
