Ministry of Public Security proposes to remove simulation test in driving license examination

The Ministry of Public Security is seeking comments on the Draft Circular amending and supplementing a number of articles of Circular 12/2025/TT-BCA regulating the testing and issuance of driving licenses; and the issuance and use of international driving licenses. Notably, in this draft, the Ministry of Public Security proposes to remove the regulation on simulation tests in driving license testing.

Driving simulation test

In Clause 2, Article 8 of the Draft Circular, the Ministry of Public Security proposed to amend the regulations on considering and recognizing test results for candidates taking driving tests for classes B, C1, C, D1, D2, D, BE, C1E, CE, D1E, D2E, DE in Clause 2, Article 12 of Circular 12/2025 as follows:

Candidates who pass the theoretical test, practical driving test in the diagram and practical driving test on the road will be recognized as having passed the test.

Candidates who fail the theoretical test will not be allowed to take the practical driving test in the diagram and those who fail the practical driving skills test in the diagram will not be allowed to take the road driving test.

The current Circular 12/2025 stipulates the recognition of test results for candidates taking the driving test for classes B, C1, C, D1, D2, D, BE, C1E, CE, D1E, D2E, DE as follows: passing the theoretical test, simulated test of traffic situations, practical driving test in pictures and practical driving test on the road;

If the Draft Amendment to Circular 12/2025 is passed, candidates only need to complete 3 parts of the theory test; the driving test in the diagram and the driving test on the road to pass.

In addition, the Draft Circular amending Circular 12/2025 also adds a number of articles. Including the addition of Clause 3 to Article 15 as follows: "In the case of upgrading the driving license, the driving license must still have points, be valid, and not have caused a road traffic accident causing serious, very serious, or especially serious consequences from the time of being granted a certificate of completion of the training course to the time of organizing the driving test".

Add clause 6 to Article 12: “In case a candidate needs to take a driving test, re-take a test, or take a test due to an expired driving license and needs to take a test to get a driving license downgraded to a lower class than the trained class or class in the driving license; must clearly declare in Appendix I issued with this Circular and be responsible for the declared content”.
