Hundreds of households in the Dak Gang lake project area, Dak Mil commune ( Lam Dong ) are worried about their property due to the inconsistency of compensation and support plans.
The resettlement arrangement and resettlement land draw were not carried out openly and transparently, so the site clearance work was slow, greatly affecting the construction process.
The Dak Gang Lake project has a total investment of nearly 1,100 billion VND, implemented in the period 2023-2027. In 2025, the project will be allocated 440 billion VND by the Ministry of Agriculture and Environment, of which 220 billion VND will be for compensation and site clearance. The total land area for the project is more than 205 hectares; of which, the area to be recovered is 172.6 hectares/675 households.
The Dak Mil Area Construction Investment Project Management Board (formerly Dak Mil District Project and Land Fund Development Management Board) divided the site clearance work into six phases and has only approved two plans with a total area of about 50 hectares. Currently, the inventory and compensation are facing many difficulties because the plans have not received consensus from the people.
Mr. Nguyen Van Cuong's family, Tan Loi village, Dak Mil commune, has 2.2 hectares of production land subject to recovery at the Dak Gang lake project. According to the compensation and support plan issued in November 2024, Mr. Cuong's family will receive a total of more than 4.4 billion VND. Upon receiving the notice, he submitted a petition to his superiors to consider arranging an additional resettlement plot for his son, who is now married and building a house on the same plot of land. While the petition has not been responded to, at the end of December 2024, Mr. Cuong received a notice of a new plan, with content that is very different from before.
Accordingly, the total amount expected to be received is only 3.2 billion VND, items such as housing, livestock barns, drying yards... are not included in the compensation and support value. Mr. Cuong said that in just one month, the family received two options. It is worth mentioning that there is a huge difference between the options in the total amount of money received and the appraised value of the assets. Through dialogue sessions with the site clearance unit and local authorities, people in the project area have raised issues and made recommendations but have not received transparent and thorough responses.
Similarly, Mr. Hoang Van Lich's family, village 9, Dak Mil commune also has nearly 2 hectares of land subject to recovery. According to the plan proposed by the site clearance unit, all land, crops, houses, drying yards, livestock barns, etc. are expected to be compensated and supported with 2.2 billion VND. However, Mr. Lich said that the plan still has many unclear contents, which are disadvantageous to the people. Specifically, in the 2 hectares of land subject to recovery, only 1.7 hectares were assessed for compensation at nearly 660 million VND/ha, the rest was determined to be outside the land use right certificate, and it was not determined whether or not they would be compensated or supported. On the other hand, in the second draft plan, the amount of money received was much lower than before, and the value of compensation and support for construction works on the land was not determined.
In addition to the current problems, dozens of households who have received compensation are also very confused when receiving land for resettlement land and receiving land lottery tickets. Specifically, after paying compensation, people are notified to draw lots to receive resettlement land. However, during the drawing process, people are not allowed to visit the land, do not know where the land lot will be... people have complained many times but the resettlement land is still on the lottery ticket.
Vice Chairman of the People's Committee of Dak Mil Commune, Le Van Diep, said that the authority to clear the land belongs to the Dak Mil Area Construction Investment Project Management Board, the locality only coordinates and confirms some contents. Through working and dialogue, the commune has compiled people's opinions and requested the site clearance unit to clarify and ensure support and compensation in accordance with regulations. The reason why people have drawn lots but have not yet received land is due to changes in administrative boundaries.
Previously, people were resettled in group 6, Dak Mil town, Dak Mil district. After the district level was abolished, this area belonged to Duc Lap commune. However, Duc Lap commune proposed to keep it as the commune's resettlement land fund when implementing other projects, and requested Dak Mil commune to arrange local land fund for resettlement for people.
Deputy Director in charge of the Dak Mil Area Construction Investment Project Management Board Tran Van Hao said that both plans are in the draft stage, the difference is that the old plan calculates compensation and support money together, the new plan only calculates compensation money, and the support money is separate. Currently, the people's petitions are being received, synthesized, and consulted with competent authorities for consideration and handling.
Director of the Management Board of Construction Investment Projects No. 3 Ha Sy Son said that the reason why people have not agreed is subjective because the unit assigned to carry out the project has not fulfilled its responsibilities and lacks consistency. Objectively, because at the time of the province merger, many professional staff directly involved in the project were transferred to other jobs, and some related legal documents were adjusted, so the initial plans had to be changed accordingly.
Currently, the Board has directed the units to implement in the direction of merging into one plan, based on the new regulations issued after the merger of the province. Regarding resettlement land, which has been directed by the Provincial People's Committee leaders, to be implemented according to the original plan, the Board has also worked to reach an agreement with the localities, and will implement it as soon as possible.
