On May 8, according to information from the Office of the People's Committee of Bac Lieu province, Chairman of the People's Committee of the province - Pham Van Thieu issued a document directing and assigning the chair to synthesize and provide complete project documents related to projects on planting, caring for trees, and urban beautification from 2019 to the end of 2023 in Bac Lieu province.
Accordingly, Chairman of the Provincial People's Committee - Pham Van Thieu assigned the People's Committees of Dong Hai, Phuoc Long, Hoa Binh, Vinh Loi districts, Gia Rai town and Bac Lieu city to urgently review and provide all project documents (legal documents, project approval; bidding documents; consulting contracts, construction, construction documents, settlement, payment authorization, payment vouchers...) related to projects on planting, caring for trees, and urban beautification from 2019 to the end of 2023 in Bac Lieu province by the units as investors and send them to the Department of Finance no later than May 13, 2025. At the same time, the Chairman of the Provincial People's Committee assigned the Department of Finance to be responsible for synthesizing all project documents related to projects on planting, caring for trees, and urban beautification from 2019 to the end of 2023 in Bac Lieu province provided by the units; Send to the Provincial People's Committee no later than May 14, 2025 so that the Provincial People's Committee has a basis to send to the Ministry of Public Security's Investigation Security Agency (ANĐT) as requested.
The project of planting trees on the median strip of Cao Van Lau Street (Bac Lieu City) was won by Cong Minh Green Tree Company Limited.
* Previously, on April 24, 2025, the Ministry of Public Security's Investigation Security Agency sent a document to the Chairman of the People's Committee of Bac Lieu province, informing that up to now, the Ministry of Public Security's Investigation Security Agency has not yet received any documents related to the projects that the agency is investigating in the case of "Violating bidding regulations causing serious consequences; Giving bribes; Receiving bribes" occurring at Cong Minh Greenery Company Limited and provinces and cities according to Decision to prosecute the criminal case No. 03/QD-ANDT dated May 8, 2024 of the Ministry of Public Security's Investigation Security Agency.
In order to promptly serve the investigation of the case, the Ministry of Public Security's Investigation Security Agency requests the Chairman of the People's Committee of Bac Lieu province to direct the functional unit to clearly state the reasons for not providing the documents as requested by the Ministry of Public Security's Investigation Security Agency and to fully provide all project documents (legal documents, project approval; bidding documents; consulting and construction contracts; construction documents, settlement, payment authorization, payment vouchers, etc.) of the projects with attached statistical tables.
