Ministry of Industry and Trade issues urgent dispatch to respond to extreme weather

This afternoon (June 9), the Ministry of Industry and Trade issued urgent dispatch 4152/CD-PCTT on proactively responding to heavy rain, heat waves and tropical depressions.

In recent days, the mountainous areas of the North have experienced heavy to very heavy rain. Heavy rains caused flash floods and landslides, resulting in two fatalities in Ha Giang and Lao Cai, and hundreds of houses, crops and transport infrastructure in many northern mountainous provinces were damaged.

According to the National Center for Hydro-Meteorological Forecasting, there is a low pressure area operating in the North East Sea. At 7:00 a.m. this morning (June 9, 2025), the center of this low pressure area was at about 17 - 18 degrees North latitude, 117.2 - 118.2 degrees East longitude. Around June 11 - 12, this tropical depression may strengthen into a storm with a probability of about 60 - 70%.

To proactively respond to rain, floods, tropical depressions, ensure the safety of industrial and energy works and people's lives and property, the Steering Committee for Civil Defense, Disaster Prevention and Search and Rescue of the Ministry of Industry and Trade requires units in the industry and trade sector to focus on synchronously implementing the following tasks:

Closely monitor the development of natural disasters in the coming days from the National Center for Hydro-Meteorological Forecasting, promptly direct and deploy response work with the "four on-site" motto according to assigned tasks and authority for possible natural disaster situations.

Review the 2025 disaster prevention and control plan to suit current conditions and be ready to deploy when situations arise. Conduct inspections of key works and areas to promptly correct deficiencies (if any).

Department of Industry and Trade of provinces and cities

Direct hydropower dam owners in the area to strictly implement the single-reservoir and inter-reservoir operation procedures approved by competent authorities, ensuring scientific operation, absolute safety for the project, and effective use of water resources for power generation during peak hot months.

Strengthen inspection of safety assurance for mineral exploration and exploitation activities, power grid systems and dam and hydropower reservoir operations in the management area, especially critical dams, small hydropower plants or those under construction or repair. Timely detect landslide-prone areas to post warning signs, closely coordinate with local authorities to provide timely information, and ensure safety for people, especially in emergency flood discharge situations.

Timely advise the Provincial People's Committee to direct investors of industrial projects, especially hydroelectric and mineral exploitation projects under construction in areas at risk of flash floods and landslides to temporarily stop construction and have plans to relocate workers, machinery, materials and equipment to safe places. At the same time, ensure uninterrupted communication to serve incident response, natural disasters and search and rescue.

Urgently review areas that are likely or at risk of being cut off or isolated to promptly develop specific plans for stockpiling goods, ensuring the supply of essential goods, especially food, drinking water, and necessities to serve the people. Do not allow shortages of essential goods to serve the people.

Directing power units to: Implement response plans to natural disasters that are likely to develop in a complex manner. Ensuring safe and stable power supply, especially for important loads; ensuring safety for people, equipment, power projects and people, being ready and promptly restoring the power system when an incident occurs.

Coordinate well with local authorities in disseminating to people measures to prevent electrical accidents during the rainy and stormy season, maintain and ensure safety of the power grid safety corridor.

Check high-risk safety points, tree areas inside and outside the corridor that are at risk of affecting the safety of the construction to coordinate with tree owners and local authorities to trim to ensure safe distance according to voltage level.

Direct the units managing and operating hydropower projects under the Group to fully implement the requirements in this dispatch. Review and inspect the communication system and flood warning system. Coordinate with relevant agencies to implement measures to respond to rain, floods and handle situations that affect the safety of downstream residents during operation.
