The Ministry of Ethnic Minorities and Religions continues to organize 3 inspection delegations on the 2-level government model.

This is an important content in Report No. 2083/BC-BDTTG dated September 23, 2025 of the Ministry of Ethnic Minorities and Religions (DTTG) on the implementation of the Conclusion of the Politburo and the Secretariat on the organization of two-level local governments.

It is expected that the Ministry of Ethnic Minorities and Religions will send three more working groups to conduct on-site inspections in Thanh Hoa, Nghe An and Quang Tri provinces. The goal is to grasp the situation of work implementation in the localities, at the same time promptly detect and resolve problems and difficulties, ensuring the most effective ethnic and religious work.

Perfecting institutions, clearly defining functions and tasks

Also according to Report No. 2083/BC-BDTTG, in order to continue perfecting the legal system on decentralization, delegation of power and division of authority in ethnic, belief and religious affairs, the Ministry of Ethnic Minorities and Religions issued Official Dispatch No. 2045/BDTTG-PC dated September 19, 2025, requesting affiliated units to focus on directing the construction and perfection of legal institutions in this field.

Regarding the guidance on the organization of the apparatus and the determination of job positions in localities, the Ministry of Ethnic Minorities and Religions is closely monitoring the implementation of Circular No. 02/2025/TT-BDTTG dated June 24, 2025, which clearly stipulates the functions, tasks and powers of the Department of Ethnic Minorities and Religions under the Provincial People's Committee, along with specialized departments at the commune, ward and special zone levels. Based on the results of the actual inspection of the 2-level local government model, the Ministry will coordinate with the Ministry of Home Affairs and relevant ministries and branches to advise and guide the unification of the organization of the apparatus, allocation of staff and determination of job position standards in localities.

To resolve difficulties and obstacles and promptly receive feedback and recommendations from localities, people and businesses, the Ministry of Information and Communications has integrated the Information System for receiving and processing feedback and recommendations with the Ministry's electronic information portal (creating a banner (link) linking to the Information System). This helps to increase accessibility and resolve issues arising during the implementation of work.

In addition, the Report also said that the Ministry has completed the draft Decree identifying ethnic groups facing many difficulties and having their own characteristics in the period 2026-2030. This Decree will create an important legal basis for implementing support policies, helping to narrow the development gap between ethnic groups, ensuring social justice and sustainable development of ethnic minority areas. The draft Decree has received comments from Government members and is being submitted to the Prime Minister for consideration and signing.

Implementing Decision No. 605/QD-BDTTG dated August 28, 2025 of the Ministry of Ethnic Minorities and Religions on promulgating the Plan to establish Inspection Teams for ethnic and religious affairs when implementing the 2-level local government model. Up to now, the Ministry of Ethnic Minorities and Religions has organized 5 working delegations led by the Ministry's leaders to conduct field inspections in 9 provinces, including: Thai Nguyen, An Giang, Tay Ninh, Khanh Hoa, Dak Lak, Phu Tho, Bac Ninh, Lai Chau and Dien Bien.
