The Ministry of Education and Training has developed eight educational programs to meet the needs of people for continuous and lifelong learning, contributing to raising intellectual standards, personal development, income generation, and improved quality of life.
The Ministry of Education and Training has just issued Circular No. 18, which stipulates that the education program must meet the needs of learners; update knowledge and skills, and transfer technology, effective from January 14, 2025.

Accordingly, the goal of the education program is to create learning opportunities for learners who need to update and supplement their knowledge and skills necessary for life, production, and adopting new technologies. In addition, it aims to develop the economy , generate income, improve the quality of life for individuals and families, and meet the requirements of raising the general level of education and the need for continuous and lifelong learning among the population.
The educational program designed to meet the needs of learners, as stipulated in this circular, applies to continuing education institutions and other educational institutions aiming to achieve the above objectives.
Digital transformation is one of the programs issued by the Ministry of Education and Training to help people improve their knowledge to meet the needs of work and lifelong learning.

Specifically, the program is structured around eight areas: legal education, socio-cultural education, environmental protection education, health protection education, economic development education, life skills and psychological counseling education, career guidance and entrepreneurship education, and digital transformation education in the community.
Each educational program has a duration of 189 lessons with a wide range of knowledge content. For example, in the legal education program, learners will study human rights, civil rights, laws on preventing domestic violence, marriage and family, cybersecurity, etc.
The socio-cultural education program provides knowledge about Vietnamese culture such as cultural heritage, traditional festivals, online etiquette, gender equality, etc. Career and entrepreneurship education equips students with various skills and knowledge, such as parental counseling and support for career guidance, and the stages of entrepreneurship.
Certificates are issued upon successful completion of requirements.
Based on the content and learning objectives of each specific program, educational institutions will proactively develop flexible teaching plans for each program in various fields, with a minimum of 30 lessons per program for all learners.
Depending on the content of the topics and the target learners, teachers can choose and organize learning in various forms, including: group learning, field learning, learning through science and technology transfer training sessions, direct lectures, integration through club activities, group activities, field trips, and competitions.
Learners who complete a specific educational program and pass the required tests are awarded a certificate of completion.
