Ministry of Transport requests review of projects that have stopped construction and are behind schedule

The Ministry of Transport requires its affiliated units to review and report on backlogs, stopped construction or slow progress projects, and resolutely replace or transfer to other jobs individuals with weak capacity, who do not dare to do, avoid or push things away.


The Ministry of Transport has just sent a document requesting its affiliated units and the following corporations: Vietnam Airports Corporation, Vietnam Airlines Corporation, Vietnam Railway Corporation, Vietnam Maritime Corporation, and Vietnam Expressway Development and Investment Corporation to review, synthesize and report on projects that have stopped construction or are behind schedule, and propose solutions to resolve them completely.

The Ministry of Transport requires reviewing and strictly handling individuals with weak capacity, delaying the progress of project implementation (Illustration photo).

Accordingly, for traffic construction projects and investment projects that are backlogged, stopped, or behind schedule, the Ministry of Transport requires urgent development of a plan for handling measures.

Relevant units are assigned to clearly define the responsibilities of work content, progress, completion time, and implementing agencies to serve as a basis for urging, checking, monitoring and evaluating.

"With work contents under their authority, units proactively have solutions to immediately and thoroughly handle problems and shortcomings; arrange and mobilize resources to quickly implement projects to soon complete and put into operation, use to promote investment efficiency.

For matters beyond authority, promptly review, clearly report the content, problematic regulations, propose solutions, the responsible agency shall resolve and the competent authority shall decide," the document stated.

The Ministry of Transport also directs relevant agencies and units to handle the responsibility of individuals and organizations that cause projects and works to be delayed for a long time; resolutely replace or transfer to other jobs individuals with weak capacity, who do not dare to do, avoid, push, work half-heartedly, are afraid of responsibility, are late and do not meet the requirements of assigned work, causing projects and works to be delayed, prolonged, and waste resources.

Referring to offices, headquarters, public service facilities and other works that are transport infrastructure assets under the management authority of the Ministry, the Ministry of Transport requires units to review and make statistics of all offices, headquarters, public service facilities, and transport infrastructure assets that are no longer in need of use or are not being used effectively.

"During the implementation process, it is necessary to clearly identify the causes and responsibilities. For work contents under the authority, proactively research and have solutions to immediately and thoroughly handle problems and problems to effectively use and promote the effectiveness of assets assigned for management," the document stated.
