(MPI) - On June 10, 2024, Deputy Minister of Planning and Investment Tran Quoc Phuong chaired a working session with representatives of the leaders of Ho Chi Minh City People's Committee and Tay Ninh Provincial People's Committee on issues related to the Ho Chi Minh City - Moc Bai Expressway Construction Investment Project (Phase 1) under the public-private partnership (BOT Contract); a number of ODA projects of Ho Chi Minh City.

Attending the meeting were Vice Chairman of Ho Chi Minh City People's Committee Bui Xuan Cuong, Vice Chairman of Tay Ninh Provincial People's Committee Duong Van Thang, representatives of relevant departments of the two localities and representatives of relevant units of the Ministry of Planning and Investment.
At the meeting, after listening to the leaders of the two localities presenting the implementation contents, proposals and recommendations related to the Ho Chi Minh City - Moc Bai Expressway Construction Investment Project and a number of ODA projects of Ho Chi Minh City, the leaders of a number of relevant units of the Ministry of Planning and Investment exchanged and discussed the contents mentioned.
Ho Chi Minh City - Moc Bai Expressway Construction Investment Project (Phase 1) under the public-private partnership (BOT Contract) method, according to Official Dispatch No. 1823/TTg-CN dated December 28, 2021, the Prime Minister assigned the People's Committee of Ho Chi Minh City as the competent authority to implement this project. The Prime Minister established an Interdisciplinary Appraisal Council to appraise the Project's pre-feasibility study report in Decision No. 1134/QD-TTG dated September 26, 2022. On that basis, the Interdisciplinary Appraisal Council appraised the Project's pre-feasibility study report and issued Report No. 2286/BC-HDTĐLN dated March 27, 2024 on the appraisal results, sent to the People's Committee of Ho Chi Minh City to complete the report, submit to the Prime Minister for consideration and decision on the investment policy.
According to the plan, the Ho Chi Minh City - Moc Bai expressway, when completed, will fundamentally solve problems such as sharing traffic volume on National Highway 22, reducing time and increasing the capacity of transporting goods and passengers to and from Ho Chi Minh City; connecting the belt road (belt road 3 and belt road 4) with Tay Ninh province and connecting the Go Dau - Xa Mat expressway in the future, promoting the advantages of the expressways to develop the economy - society, ensuring national security and defense; developing land funds on both sides of the route and surrounding areas, creating resources for investment and development.
At the meeting, delegates also focused on discussing and giving opinions on a number of contents related to the Ho Chi Minh City Environment Project - Phase 2; Project to improve drainage and wastewater systems and adapt to climate change in the Thanh Luong - Ben Cat basin; Project to improve drainage and wastewater systems and adapt to climate change in the West Saigon basin.

Deputy Minister Tran Quoc Phuong highly appreciated the frank and responsible comments to handle the difficulties and problems that arise, helping localities to implement the contents quickly, in accordance with regulations, and achieve the set development goals; at the same time, he said that the Government and the Prime Minister are very interested in the project to build the Ho Chi Minh City - Moc Bai expressway and regularly give instructions to relevant ministries and branches. The Prime Minister has assigned the Ho Chi Minh City People's Committee as the competent authority to implement this project.
Regarding the proposals and recommendations of Ho Chi Minh City according to the project investment policy approval document, Deputy Minister Tran Quoc Phuong suggested that based on the discussion contents at the meeting, Ho Chi Minh City should study and absorb opinions, closely following and applying Clause 7, Article 5 of Resolution No. 98/2023/QH15 on piloting specific mechanisms and policies for the development of Ho Chi Minh City; PPP Law..., supplement and complete the project's pre-feasibility study report to submit to the Prime Minister according to regulations.
Regarding the mentioned ODA projects, Deputy Minister Tran Quoc Phuong said that the Ministry of Planning and Investment will continue to closely coordinate with relevant ministries, sectors, and development partners to guide and support Ho Chi Minh City in implementing projects, helping to improve drainage and wastewater systems and adapt to climate change./.
