(MPI) - On January 13, 2025, the Party Committee of the Ministry of Planning and Investment coordinated with the Party Committee of the agency to organize an online connection with the National Conference on Breakthroughs in Science, Technology, Innovation and National Digital Transformation. Attending the Conference at the bridge point of the Ministry of Planning and Investment were comrades of the Party Executive Committee of the agency; leaders of units under the Ministry; members of the Party Inspection Committee at all levels; Party Committee-level reporters; comrades of Secretaries, Deputy Secretaries, and Party Cell Committee members of Party Committees and Party Cells directly under the Party Committee of the agency.
The conference was organized by the Central Party Secretariat in a direct form from the Central bridge at Dien Hong Hall, National Assembly House; combined online to 15,345 bridges, with 978,532 delegates attending from the Party Committees directly under the Central Committee; the Party's advisory and support agencies at the Central level, the Party Executive Committees of ministries, branches, units, the Party Delegation of the Vietnam Fatherland Front, socio -political organizations; provincial and municipal Party Committees directly under the Central Committee...

The conference aims to assess the implementation of resolutions of the Party Central Committee, the Politburo, and the Secretariat on science and technology development, thoroughly grasp and deploy Resolution No. 57-NQ/TW dated December 22, 2024 of the Politburo on breakthroughs in science and technology development, innovation and national digital transformation, creating a breakthrough change in awareness and implementation, contributing to the country's development.
At the same time, it is required that the implementation of tasks on science, technology, innovation and national digital transformation be carried out methodically, scientifically, long-term, smoothly and effectively, creating high unity within the Party, consensus among the people and the business community, entrepreneurs and society.
According to the working program, at the Conference, delegates watched a documentary film screening on science, technology, innovation and national digital transformation; listened to the announcement of the Decision to establish the Central Steering Committee on science, technology development, innovation and national digital transformation; Regulations on the functions, tasks and powers of the Central Steering Committee; Summary report on the situation and results of the implementation of the Party and State's guidelines and policies on science, technology development, innovation and digital transformation in recent times; thoroughly grasped and deployed the spirit and core content of Resolution No. 57-NQ/TW of the Politburo on breakthroughs in science, technology development, innovation and national digital transformation.
The conference listened to Prime Minister Pham Minh Chinh thoroughly grasp the content and spirit of the Government's Action Program to implement Resolution No. 57-NQ/TW; National Assembly Chairman Tran Thanh Man presented policies and solutions on legal institutions for breakthroughs in science, technology, innovation and national digital transformation development. General Secretary To Lam, Head of the Central Steering Committee for Science, Technology, Innovation and National Digital Transformation, will deliver a speech directing the conference.

On December 22, 2024, General Secretary To Lam signed and issued Resolution No. 57-NQ/TW of the Politburo on breakthroughs in science, technology, innovation and national digital transformation, which clearly stated that science, technology, innovation and national digital transformation are the most important breakthroughs, the main driving force to rapidly develop modern productive forces, perfect production relations, innovate national governance methods, develop the socio-economy, prevent the risk of falling behind, and bring the country to breakthrough development and prosperity in the new era.
Goals by 2030: Potential, level of science, technology and innovation reach advanced levels in many important fields, among the leading group among upper-middle-income countries; level, capacity of technology, innovation of enterprises reach above the world average; some fields of science and technology reach international level. Vietnam is in the top 3 countries in Southeast Asia, top 50 countries in the world in digital competitiveness and e-Government development index; top 3 countries in Southeast Asia in research and development of artificial intelligence, center for development of some digital technology industries and fields in which Vietnam has advantages. There are at least 5 digital technology enterprises on par with advanced countries.
The contribution of total factor productivity (TFP) to economic growth is over 55%; the proportion of high-tech product exports to the total value of exported goods reaches at least 50%. The scale of the digital economy reaches at least 30% of GDP. The rate of online public service use by people and businesses reaches over 80%; non-cash transactions reach 80%. The rate of enterprises with innovative activities reaches over 40% of the total number of enterprises.
Science, technology and innovation contribute significantly to building and developing cultural, social and human values of Vietnam, contributing to the human development index (HDI) maintaining above 0.7.
Research and development (R&D) expenditure reaches 2% of GDP, of which social expenditure accounts for more than 60%; allocate at least 3% of total annual budget expenditure for science, technology, innovation, national digital transformation development and gradually increase according to development requirements. The system of science, technology, and innovation organizations is rearranged to ensure effectiveness, efficiency, and close linkage between research - application - training.
Human resources for scientific research, technology development, and innovation reach 12 people per 10,000 people; there are 40-50 scientific and technological organizations ranked regionally and internationally; the number of international scientific publications increases by an average of 10% per year; the number of patent applications and patent protection certificates increases by an average of 16-18% per year; the commercial exploitation rate reaches 8-10%.
Advanced, modern digital technology infrastructure, super large capacity, super wide bandwidth on par with advanced countries; gradually mastering a number of strategic technologies, digital technologies such as: Artificial Intelligence, Internet of Things (IoT), big data, cloud computing, blockchain, semiconductors, quantum technology, nano, 5G, 6G mobile information, satellite information and a number of emerging technologies. Nationwide 5G coverage.
Complete the construction of smart cities for centrally-run cities and some qualified provinces and cities. Attract at least 3 more leading technology organizations and enterprises in the world to set up headquarters, invest in research and production in Vietnam.
State management from central to local levels in the digital environment, connecting and operating smoothly between agencies in the political system. Complete the construction, connection, and synchronous sharing of national databases and industry databases; effectively exploit and use digital resources and digital data, and form a data exchange.
Developing digital government, digital economy, digital society, digital citizens, and digital cultural industry to reach the highest level in the world. Vietnam is among the leading countries in cyber security, safety, data security, and data protection.
Vision to 2045: Science, technology, innovation and digital transformation develop steadily, contributing to making Vietnam a developed country with high income. Vietnam has a digital economy scale reaching at least 50% of GDP; is one of the digital technology industry centers of the region and the world; is among the top 30 countries in the world in innovation and digital transformation. The rate of digital technology enterprises is equivalent to developed countries; there are at least 10 digital technology enterprises on par with advanced countries. Attract at least 5 more leading technology organizations and enterprises in the world to set up headquarters, invest in research and production in Vietnam./.
