On July 17, Department of Locality 3, Central Propaganda and Mass Mobilization Commission organized a working delegation to record the operation of the two-level local government model of Ho Chi Minh City at the People's Committees of Cat Lai Ward and An Khanh Ward.
Cat Lai Ward was merged from Thanh My Loi Ward and Cat Lai Ward, with an area of nearly 2,000 hectares and a population of about 68,000 people. The People's Committee of Cat Lai Ward (new) currently has 60 officials and civil servants.
Coming to Cat Lai Ward People's Committee to do administrative procedures, Ms. Nguyen Thi Dat (75 years old) excitedly said that after operating a two-level local government, the time to handle administrative procedures is faster than before, and she was enthusiastically guided by officials and civil servants.
Despite her age, Ms. Nguyen Thi Dat is very proficient in submitting documents online on the National Public Service Portal and only needs to go to the ward People's Committee to receive the results. "Having had the opportunity to travel to many countries, I see that Vietnam's public services are more advanced than some countries," Ms. Dat shared.
Chairman of Cat Lai Ward People's Committee Vo Tan Quang said that after more than two weeks of operating the two-level local government, the Ward People's Committee received more than 1,200 records, 22% of which were online; the number of records processed on time reached 100%. With new authority, new responsibilities and new workloads, innovation is required in leadership, direction, operation and task organization. Each cadre and civil servant must be closer to the locality, make more efforts to perform their duties, and better serve the people and businesses.
According to Mr. Vo Tan Phong, due to the regulation that the Director of the Public Administration Service Center (under the Ward People's Committee) is also the Vice Chairman of the Ward People's Committee, there are signs of overload in the process of processing records because an average of 100 records must be signed per day. This also affects the time to process administrative records.
To overcome this, Mr. Vo Tan Phong proposed that the Central Government and the city allow the arrangement of a specialized personnel to be the Director of the Public Administration Service Center at the ward level, and at the same time, have a mechanism for decentralization and delegation of authority so that the Center can promptly resolve administrative records for people and businesses in the fastest and most effective manner, in line with the spirit of taking people as the center of service.
At the People's Committee of An Khanh Ward, people feel excited when the robot acts as an electronic administrative assistant, providing comprehensive support from the time people complete procedures such as automatically issuing queue numbers, consulting on procedures by voice or touch screen, especially supporting multiple languages.
When coming to carry out the procedure of notarizing documents, Ms. Le Ha (residing on Tran Nao Street, An Khanh Ward) was surprised when the robot guided me to get a queue number. "Under the enthusiastic and thoughtful guidance of the staff, I was able to use the operations easily and proficiently without spending much time, and the administrative procedures were also done quickly," Ms. Ha happily said.
Mr. Nguyen Xuan Quynh, Vice Chairman of the Ward People's Committee, Director of the An Khanh Ward Public Administration Service Center, said that currently, the handling of administrative procedures is very convenient. The center handles both in-person and online procedures. In addition, the center's officers and staff also go to people's homes to handle documents when people make appointments. Along with that, to speed up the handling of documents for people, the officers and staff also work overtime, even taking shifts at noon to serve people.
Not only that, the center is also equipped with a modern computer system, ensuring high configuration, along with a strong internet and Wifi transmission system... to serve people to conveniently complete administrative procedures.
According to Mr. Nguyen Xuan Quynh, to save manpower, the ward has brought in two robots to support operations such as taking queue numbers, scanning QR codes, looking up information, etc. This helps staff have more time to handle professional matters, creating friendliness, attraction and convenience for people. This is also a concrete step to implement the digital transformation policy, while reducing pressure on staff and civil servants.
