The training conference aims to help leaders of the Provincial and Municipal Party Committees' Propaganda Departments in charge of culture and arts; state management officials of culture and arts; leaders of central and local literary and arts associations; theoretical researchers and critics; reporters and editors of press agencies and publishing houses; lecturers of universities and colleges training in literature and arts... consolidate and grasp the viewpoints and guidelines for the development of culture, literature and arts of the Party and State in response to practical requirements, thereby creating profound changes in this field.

This training conference has nearly 200 trainees, representing units, provinces, cities in the Northern region and some provinces in the Southern region participating in the training. Of which, Hanoi has 10 trainees.
In his opening speech, Prof. Dr. Ta Ngoc Tan, former member of the Party Central Committee, Permanent Vice Chairman of the Central Theoretical Council, emphasized that, implementing Resolution No. 18-NQ/TU "Some issues on continuing to innovate and reorganize the apparatus of the political system to be streamlined and operate effectively and efficiently", the Central Council for Theory and Criticism of Literature and Arts has been merged with the Central Theoretical Council, headquartered at the Ho Chi Minh National Academy of Politics, with the Chairman of the Central Theoretical Council being the Director of the Academy. This merger aims to improve the efficiency of the Central Theoretical Council's operations, affirming the role of culture and arts in social life.

According to Professor Dr. Ta Ngoc Tan, this training program focuses on discussing 6 important contents, thereby aiming at new awareness of the position and role of culture and arts in the new era of development of the country.
From summarizing 40 years of renovation, it can be seen that the Party has increasingly deeper and more comprehensive awareness of culture and arts; Party Congress documents all identify culture as the spiritual foundation and an important endogenous resource for national development.
The country is entering a period of strong development, with the aspiration to rise up to become strong, bring happiness to the people, so that Vietnam can stand shoulder to shoulder with the world powers as Uncle Ho always wished. The orientation of management and development of culture and arts is becoming more urgent and needs to be analyzed and clarified through the training conference.

During the 4-day training course (from September 8 to 11), the trainees will study 6 topics: "Vietnamese literature and art after 40 years of renovation and development orientation in the new era" (Associate Professor, Doctor, writer Nguyen The Ky, Vice Chairman of the Central Council of Theory presides); "The image of Ho Chi Minh in Vietnamese literature from 1975 to present - Some initial impressions" (Major General, Doctor, writer Nguyen Hong Thai, former Editor-in-Chief of the Journal of Public Security History Research presides); "Innovation of literary and artistic institutions and development strategies, training and fostering of the team of literary and artistic theorists and critics to prepare for the new era" (Associate Professor, Doctor Nguyen Dang Diep, Chairman of the Council of Theory and Criticism of the Vietnam Writers' Association presides); “Vietnamese fine arts from the renovation period to the present (1985-2025)” (researcher Phan Cam Thuong, Chairman of the Council of Theory and Criticism - Vietnam Fine Arts Association chaired); “Innovation in leadership and management thinking of literature and arts in the era of integration and technology” (Associate Professor, Dr. Bui Hoai Son, full-time member of the National Assembly's Committee on Culture and Society chaired); “Development of music through 40 years of renovation and towards the new era” (Associate Professor, Dr., musician Do Hong Quan, Chairman of the Vietnam Union of Literature and Arts Associations chaired).
