Quang Ninh: Serving people's needs well

People coming to perform administrative procedures are warmly and thoughtfully welcomed by officers and civil servants of the Public Administration Service Center.

Party Secretary and Chairwoman of the People's Council of Quang Ninh Commune, Nguyen Thi Son, shared: “The locality has completed the organizational structure, rearranged the staff in a streamlined and efficient manner, ensuring good service for the people and businesses. This is demonstrated through the arrangement of an efficient and effective organizational structure, associated with streamlining the payroll and restructuring the staff and civil servants; at the same time, clearly defining the roles and tasks of each individual to improve management and service capacity. In particular, the commune attaches special importance to the effective operation of the Public Administration Service Center (PVHCC), well handling administrative procedures (TTHC) for the people”.

Every day, the Public Service Center of Quang Ninh commune receives 50-60 citizens coming to carry out administrative procedures. Despite the large workload, the staff always upholds the sense of responsibility and is ready to serve the people in the best way. Mr. Le Van Tinh in Ninh Du village came to the Public Service Center of the commune to register the birth certificate for his grandson. The staff receiving the documents gave specific and detailed instructions, so the work was completed after a short time. Mr. Tinh shared: "When I came to do the procedures, at first I was worried because the commune has a large area and many people, so I would have to wait a long time. But I was very surprised, in a short time the staff here resolved the problem and returned the results quickly. I feel satisfied with the working style and attitude of the commune's staff."

Deputy Director of the Quang Ninh Commune Public Service Center, Pham Trung Tuan, said: “The Center assigns tasks to civil servants according to the principle of clear people, clear work. The team of civil servants has been tested and trained many times, so they are quite proficient. The Youth Union arranges 7-8 youth union members to be on duty to support people coming to carry out administrative procedures. Due to the reasonable and scientific arrangement of forces, despite the large workload, the files are received, processed and resolved promptly. The administrative procedures and the procedures are clearly posted for people to easily look up and implement. The Center also publicly discloses the full list of names, positions and phone numbers of civil servants working in each department at the Center for convenient answering and guiding people to contact when coming to carry out administrative procedures.”

After more than 2 months of operation, the center has received 2,153 citizens coming to contact to carry out administrative procedures; received 2,153 records into the electronic one-stop software system (of which, online administrative procedures have resolved 1,793 procedures, directly 360 procedures). Guided over 700 citizens to complete administrative procedures according to regulations, strictly implemented the full disclosure of fees and charges for administrative procedures with collection regulations.

Along with urgently stabilizing the organizational apparatus, Quang Ninh commune also focused on promoting socio -economic development, taking care of people's lives. In particular, focusing on directing the planting of seasonal crops according to plan, promoting the shift of crop structure; doing a good job of repairing and dredging intra-field canals, clearing the flow to regulate water after storm No. 3; preventing and fighting African swine fever. Directing the establishment of a site clearance council; guiding the settlement of land and environmental procedures... Focusing on removing difficulties, accompanying businesses to expand production and business in advantageous industries and products such as carpentry, mechanics, garment, milling, handicrafts... Encouraging fishermen to stick to their profession and the sea; Promote the development of services and trade with a variety of business and service types, such as restaurants, hotels, motels, eateries, commodity agents, agricultural materials, business, transportation, tourism services, to better meet the production, living and consumption needs of the people.

Along with that, the commune also directed the good implementation of tasks in the fields of culture and society, ensuring national defense and security associated with administrative reform, promoting digital transformation and building a team of honest and responsible civil servants and public employees to serve the people better and better.

In particular, the successful organization of the 1st Congress of the Quang Ninh Commune Party Committee, term 2025-2030, set out 24 main targets and 5 key tasks, 2 breakthroughs close to reality, which are both the driving force, the goal and the aspiration for the locality to constantly innovate and create, continue to comprehensively promote the innovation process; mobilize and effectively use resources for socio-economic development, improve the quality of life of the people, strive to become an advanced new-style rural commune by 2030.
