Attending the event were Deputy Foreign Minister Le Thi Thu Hang, Major General Vu Ngoc Thiem, Head of the Government Cipher Committee, representatives of leaders of a number of agencies and units of the Government Cipher Committee and the Ministry of Foreign Affairs .
Speaking at the ceremony, Deputy Minister Le Thi Thu Hang expressed her gratitude and appreciation for the enthusiastic coordination and support of the leaders of the Government Cipher Committee and its functional agencies for the cipher work of the Ministry of Foreign Affairs in the past time, and hoped that the Government Cipher Committee would continue to pay more attention and support to the Cipher Department, Ministry of Foreign Affairs in the coming time.

The Deputy Minister said that the Ministry of Foreign Affairs pays special attention to promoting digital transformation in the diplomatic sector. In order to effectively implement digital transformation tasks, in 2022, the Ministry of Foreign Affairs changed its organizational structure by merging two functional units, the Cipher Department and the Information Center, into the Information Technology (IT) Cipher Department.
The Deputy Minister emphasized that the new mission of the Department of Cipher and Information Technology is not only about cipher work but also includes all areas of information technology, including digital transformation. The diplomatic cipher sector has successfully completed its mission, with regular and comprehensive guidance in professional fields, effective and timely support in terms of equipment and specialized documents, as well as meeting the training and coaching requirements of the units under the Department in the recent past, which is extremely valuable.
Deputy Minister Le Thi Thu Hang hopes that in the coming time, the Board's leaders will continue to pay attention to directing the coordination between the two agencies to ensure effective and timely implementation of all contents in the Cooperation Plan for the period 2023-2025.

The Deputy Minister hopes that with this cooperation agreement, the Department of Cryptography - Information Technology, Ministry of Foreign Affairs will do better in serving to ensure confidentiality and information security, grasp and master the progress of modern cryptographic science and technology to apply in practice, meeting the specific work of the diplomatic cryptographic system in the global environment.
The Deputy Minister also believes that the Ministry of Foreign Affairs and the Government Cipher Committee will continue to closely coordinate and closely direct the full, timely and effective implementation of the contents and tasks in the Cooperation Plan for the period 2023-2025, contributing to strengthening the security and information safety of the Ministry of Foreign Affairs; at the same time, constantly strengthening the close and trustworthy cooperative relationship between the Ministry of Foreign Affairs and the Government Cipher Committee.

Major General Vu Ngoc Thiem affirmed that the Department of Cryptography - Information Technology of the Ministry of Foreign Affairs always excellently completes its assigned tasks, ensuring the transmission of information serving the leadership, direction and command of the Party, State and the activities of the Ministry of Foreign Affairs on the foreign front is safe, accurate, timely, without errors, worthy of the tradition of the cryptography sector.
The Major General hopes that in the coming time, the leaders of the Ministry of Foreign Affairs will continue to pay attention and create favorable conditions for the Department of Cipher and Information Technology of the Ministry of Foreign Affairs to develop and successfully complete its assigned tasks. Based on the contents signed in the Agreement for the period of 2023-2025, the Government Cipher Committee will assign relevant units to propose specific plans for implementation in practice, creating all conditions and closely and effectively coordinating to help the Department of Cipher and Information Technology of the Ministry of Foreign Affairs meet the requirements set out in the new period.
