Ministry of Home Affairs latest information on salary reform from July 1

At the Government press conference on the afternoon of May 4, Chief of Office of the Ministry of Home Affairs Vu Dang Minh informed about the progress of salary reform preparations from July 1.

According to Mr. Minh, to implement the salary reform policy according to Resolution 27 of the 12th Central Committee, the Ministry of Home Affairs has proactively coordinated with relevant ministries and branches to focus on building 5 new salary scale systems.

Firstly, the salary table for positions applies to cadres, civil servants, and public employees holding leadership positions in the political system from the Central to the communal level. To do this, it took many years to create a list of leadership, management, and equivalent positions covering all Party agencies, mass organizations, and executive and judicial agencies.

Second, the professional and technical salary scale according to civil servant ranks and professional titles of public employees applies generally to civil servants and public employees who do not hold leadership positions.

3 salary scales in the armed forces include: salary scales for military officers, officers, and non-commissioned officers of the police profession (according to position, title, and military rank or grade); salary scales for professional soldiers and technical police professionals; salary scales for defense workers and police workers (in which the salary correlation of the armed forces compared to administrative civil servants is maintained as at present).

According to the Chief of Office of the Ministry of Home Affairs, in the past time, the Ministry of Home Affairs and related ministries and branches have completed the reporting documents and asked for the Politburo's opinions on the basic contents of salary reform.

In particular, the contents that need to be consulted are being received and explained to seek the Prime Minister's opinion, then reported to the Government Party Committee before reporting to the Politburo for comments. Specifically, opinions are being sought to unify 5 salary tables, 9 groups of allowances, bonus regimes for cadres, civil servants, public employees, and armed forces.

The second content that needs to be consulted is the retention of salaries and incomes of officials and civil servants holding leadership and management positions when switching to a new salary lower than the old salary, it will be retained as the current salary to ensure that it is not lower than the old salary according to the spirit of Resolution 27.

The next content is to provide subsidies to officials and civil servants whose basic salary is lower than the lowest minimum wage of region 1 to ensure that these officials and civil servants can live a life that meets the salary of over 5 million. Accordingly, the salary of civil servants when reforming the lowest salary is not lower than 5 million.

Another content that needs opinions is the implementation of a specific amount of money for cadres, civil servants, and non-professional workers at the commune level.

"These are major issues that must be reported to the Politburo for approval. After that, the Ministry of Home Affairs and related ministries and branches will draft and submit to competent authorities 3 groups of documents," said Mr. Minh.

According to regulations, the Secretariat will issue a decision on the new salary regime for cadres, civil servants, and public employees of Party agencies, the Fatherland Front, and socio-political organizations. The National Assembly Standing Committee will issue a resolution on the new salary regime for cadres, civil servants, and public employees of agencies of the National Assembly, People's Councils, courts, prosecutors, and auditors.

The Government will issue a decree amending Decree 24 on the new salary regime for cadres, civil servants, public employees and armed forces. In addition, the Ministry of Home Affairs will issue 12 Circulars providing specific instructions on how to pay and calculate the new salary regime...

"With such a huge amount of work, it requires strong direction from the Government and the participation of relevant ministries and branches," said Mr. Minh.

Regarding the very important content of ensuring resources for salary reform, the Ministry of Home Affairs persistently arranges a streamlined organizational structure and continues to streamline the payroll to increase resources for salary reform.

Regarding job position construction, up to now, the Ministry of Labor, Invalids and Social Affairs, the Ministry of Foreign Affairs, the Government Inspectorate, Thua Thien - Hue, Ho Chi Minh City and Hanoi National University have not completed construction. The remaining ministries, branches and localities have completed and are in the process of preliminary review./.
