The Vietnam Buddhist Sangha in Quang Ninh province - the project investor - has just sent an environmental impact assessment report for the project to the Department of Agriculture and Environment of Quang Ninh province.

The investment project to build the Bodhisattva Avalokitesvara statue was approved by the People's Committee of the old Uong Bi City at a scale of 1/500 in the old Thuong Yen Cong commune (now Yen Tu ward, Quang Ninh province) in March 2025.

Total project area is 25,619.8m2 (more than 25.6ha).

The project includes: Bodhisattva Avalokitesvara statue with an area of about 3,256.6m2; Ceremony preparation area (6 houses) with an area of about 237.6m2; Technical infrastructure system and auxiliary items, such as yard, road, trees, water supply and drainage, electricity supply...

Total investment: 162,648,163,126 VND, invested by Vietnam Buddhist Sangha of Quang Ninh province.

Number of people: monks, nuns, and monks living and staying at the pagoda are about 15 people and about 550 pilgrims/day.

Notably, the Bodhisattva Avalokitesvara statue consists of a base and a tower. Of which, the height of the lower base (base +0.00) is about 14.85m, the height of the pedestal and the statue body is about 34.07m.

The project uses reinforced concrete base material combined with natural stone to create solidity and stability.

The body of the statue uses 304 stainless steel frame structure, covered with 5mm thick copper on the outside, suitable for the aesthetic requirements of the project and the regional climate conditions.

The project's goal is to form a spiritual complex of Bodhisattva Avalokitesvara statues connected with pagodas (Hoa Yen, Dong Pagoda, Bao Sai, Van Tieu, Giai Oan...), Buddha Hoang statues and Truc Lam Cultural Center, connecting with natural landscapes to serve tourism development, serving domestic and foreign tourists to visit, study and learn about Truc Lam Zen sect and historical and cultural features in Yen Tu, meeting the cultural and religious needs in the new period.

According to the decision approving the 1/500 detailed construction plan for the project to build the Bodhisattva Avalokitesvara statue, the investor must make the most of natural conditions and limit the leveling that affects the landscape of the area.

The foundation leveling level of the Bodhisattva Avalokitesvara statue area is expected to be at the highest level of +397.9; the lowest level of +385.4.

The highest elevation of the landscape green area is +421.8, the lowest elevation is +413.0.
