According to the report of Minister of Home Affairs Pham Thi Thanh Tra at the conference , in 2023, the Home Affairs sector will basically complete a large volume of tasks assigned by competent authorities, promote the role of the multi-sectoral, multi-disciplinary Ministry, focus on institutional improvement and propose amendments and supplements to many important policies to remove difficulties and obstacles, clear bottlenecks in the process of organizing and implementing policies and laws of the Home Affairs sector, making an important contribution to the common political tasks of the country and building a State administration that develops in the direction of democracy, professionalism, modernity, streamlining, effectiveness, efficiency, serving the people.

In 2023 , the Ministry of Home Affairs presided over the development of a draft Law on Archives (amended) to report to the Government to submit to the National Assembly for consideration and comments at the 6th session of the 15th National Assembly; presided over the development of 4 documents and projects to submit to the Politburo and the Secretariat; submitted to the National Assembly Standing Committee for consideration and promulgation of 14 Resolutions; submitted to the Government for promulgation of 14 Decrees and 3 Resolutions; submitted to the Prime Minister for promulgation of 20 Decisions and 3 Official Dispatches; The Minister of Home Affairs issued 22 Circulars and 7 consolidated documents under his authority. At the same time, he proactively advised competent authorities on plans and roadmaps for implementing salary policy reform to organize implementation from July 1, 2024.

In addition, the work of building and perfecting institutions and policies in the field of Home Affairs has many innovations and improvements in the direction of unity and strictness, ensuring the connection between the Party's regulations and the State's laws; promoting decentralization, delegation of power, minimizing administrative procedures in State administrative agencies at the central and local levels, contributing to the goal of streamlining the State administrative apparatus and public service units; streamlining the payroll associated with restructuring the team of cadres, civil servants and public employees according to job positions; innovating the management of public services, civil servants, salary policies, administrative reform, emulation and rewards and promoting digital transformation.

At the Conference, ministries, branches and localities discussed and exchanged a number of contents related to the Home Affairs sector such as: Tasks and solutions to promote the development of job positions for cadres, civil servants and public employees in administrative agencies and public service units; development of job positions associated with restructuring and improving the quality of civil servants according to job positions; solutions to implement the salary reform policy according to Resolution No. 27-NQ/TW from July 1, 2024; solutions to improve the quality of cadres, civil servants and public employees, etc.

Speaking at the conference, Deputy Prime Minister Tran Luu Quang emphasized that 2023 will face many challenges, but the Home Affairs sector has achieved many encouraging results and completed its assigned tasks. Referring to the tasks that need to be performed in 2024, the Deputy Prime Minister requested that the work of advising on the issuance of circulars and decrees related to the Home Affairs sector must ensure both quantity and quality. In addition, the Ministry of Home Affairs needs to coordinate and guide localities in developing and approving the Project on flexible and appropriate job positions in order to promptly apply the new salary policy in July 2024. Regarding the arrangement of administrative units at the district and commune levels, the Deputy Prime Minister said that this is an extremely sensitive issue and is under time pressure, so it needs to be implemented synchronously and drastically, ensuring the achievement of the set goals and requirements; striving to complete before the fourth quarter of 2024 to stabilize the organization of Party congresses at all levels in localities in 2025.

The Deputy Prime Minister also noted that the recruitment of officials and civil servants needs to be carried out according to new methods, combining policies on rewarding talented people; continuing to streamline the apparatus while still ensuring the improvement of human resource quality.
