Ministry of Home Affairs summarizes work in 2023

According to the report by Minister of Home Affairs Pham Thi Thanh Tra at the conference , in 2023, the Home Affairs sector basically completed a large volume of tasks assigned by competent authorities, promoting the role of a multi-sectoral and multi-field ministry, focusing on improving institutions and proposing amendments and additions to many important policies to remove difficulties and obstacles, and unblock bottlenecks in the process of organizing and implementing policies and laws of the Home Affairs sector, making an important contribution to the overall political tasks of the country and building a state administration that develops in the direction of democracy, professionalism, modernity, streamlining, effectiveness, efficiency, and serving the people.

In 2023 , the Ministry of Home Affairs chaired the drafting of one revised Law on Archives, reporting to the Government for submission to the National Assembly for consideration and comments at the 6th session of the 15th National Assembly; chaired the drafting of 4 documents and projects submitted to the Politburo and the Secretariat; submitted 14 Resolutions to the Standing Committee of the National Assembly for consideration and promulgation; submitted 14 Decrees and 3 Resolutions to the Government for promulgation; submitted 20 Decisions and 3 Official Telegrams to the Prime Minister for promulgation; the Minister of Home Affairs issued 22 Circulars and 7 consolidated documents within his authority. At the same time, he proactively advised competent authorities on the plan and roadmap for implementing salary policy reform to be implemented from July 1, 2024.

Furthermore , the work of building and perfecting institutions and policies in the field of Internal Affairs has seen many innovations and improvements towards uniformity and coherence, ensuring the interconnectedness between Party regulations and State laws; promoting decentralization and delegation of power, minimizing administrative procedures in state administrative agencies at the central and local levels, contributing to the goal of streamlining the state administrative apparatus and public service units; reducing staffing levels associated with restructuring the workforce of officials, civil servants, and public employees according to job positions; innovating public service management, civil servant management, salary policies, administrative reform, emulation and reward, and promoting digital transformation.

At the Conference, ministries, sectors, and localities discussed and exchanged views on several issues related to the Ministry of Interior, such as: tasks and solutions to promote the development of job positions for officials, civil servants, and public employees in administrative agencies and public service units; developing job positions in conjunction with restructuring and improving the quality of the civil servant workforce according to job positions; solutions for implementing the salary reform policy according to Resolution No. 27-NQ/TW from July 1, 2024; and solutions to improve the quality of officials, civil servants, and public employees…

In his remarks at the conference, Deputy Prime Minister Tran Luu Quang emphasized that 2023 presented many challenges, but the Ministry of Interior achieved many encouraging results and completed its assigned tasks. Regarding the tasks to be implemented in 2024, the Deputy Prime Minister requested that the work of advising on the issuance of circulars and decrees related to the field of interior affairs ensure both quantity and quality. In addition, the Ministry of Interior needs to coordinate and guide localities in developing and approving flexible and appropriate job position schemes to ensure timely application of the new salary policy in July 2024. Regarding the reorganization of district and commune-level administrative units, the Deputy Prime Minister stated that this is a highly sensitive issue with time constraints, therefore it needs to be implemented synchronously and decisively to ensure the achievement of the set goals and requirements; striving to complete it before the fourth quarter of 2024 to stabilize the situation for the organization of Party congresses at all levels in localities in 2025.

The Deputy Prime Minister also noted that the recruitment of officials and civil servants should be carried out using new methods, combining policies to attract talented individuals; and that the streamlining of the administrative apparatus should continue while ensuring the improvement of the quality of human resources. Regarding religious affairs, the Deputy Prime Minister stated that this is extremely important and requires ensuring the effectiveness and efficiency of state management of religion; improving situational forecasting; and developing solutions to guide religious activities in line with national identity, humanity, progress, and moral values.
