On November 5, the Ministry of Justice announced the Vietnamese Legal Code after 10 years of implementation. Speaking to the press, Deputy Minister of Justice Dang Hoang Oanh said that with 45 topics arranged scientifically and elaborately, the Vietnamese Legal Code will be an extremely useful tool for people and businesses to look up and search for legal regulations.

Scientific arrangement, logic, easy to use and look up

PV: Deputy Minister, can you tell us how the Vietnamese Code was formed and what effect it has on agencies, organizations and individuals?

Deputy Minister Dang Hoang Oanh: The Code was built and formed from nearly 9,000 legal documents (QPPL) that are still in effect at the central level and are arranged and structured into 45 topics. Each topic has one or more headings (there are 271 headings belonging to 45 topics). Each heading is codified from many different documents that regulate a certain field and is arranged in a scientific and logical order. The structure of the headings is based on the layout of the QPPL document with the highest legal effect among the documents codified into each heading.

With such a codification, the Code will help individuals and organizations easily and conveniently look up and search for legal regulations, thereby contributing to bringing the law into life and increasingly improving the legal level of the people.

Will promote digitalization, use AI to serve legal codification work

PV: After announcing the Vietnamese Code, what solutions will the Ministry of Justice and other ministries and branches implement to ensure that the Code effectively promotes its value in social life and, as Minister of Justice Nguyen Hai Ninh said, the Code must be "Correct, Sufficient, Clean, and Alive", Deputy Minister?

- After 10 years of deployment and implementation, up to now, the Code has been positively received by society. Currently, there have been nearly 2 million visits to exploit and use the Code. In the coming time, in order for the work of systematizing legal documents to be carried out more professionally and effectively and for the Vietnamese Code to increasingly spread and promote its useful values ​​in practice, it is necessary to strengthen the effectiveness and efficiency of state management in the work of systematizing legal documents and codifying the system of legal norms.

Accordingly, agencies need to increase their proactiveness and strictly implement the Law on Promulgation of Legal Documents, the Ordinance on Codification of the System of Legal Norms and documents detailing and guiding their implementation; promote regular review, promptly implement or recommend competent authorities to amend, supplement, replace, abolish or issue new documents to ensure the conformity and consistency of the legal system; further enhance the responsibility and role of heads of ministries, branches and localities, closely direct the implementation of review, systematization of documents, codification of the system of legal norms; accurately determine the validity of documents, handle legal documents to terminate the validity of legal documents, announce expired legal documents, cease to be valid in accordance with legal provisions and promptly update legal provisions in the Code.

Ministries, branches and localities also need to continue to pay attention to directing, strengthening the organization, improving the capacity of civil servants doing legal work in general and the work of reviewing and systematizing legal documents, codifying the legal system in particular; enhancing the application of information technology, especially promoting digitalization, developing artificial intelligence (AI) and ensuring financial resources to effectively implement these tasks; regularly updating, managing, maintaining in combination with communication, introducing and guiding each individual, agency and organization in society to effectively exploit and use the Code.

PV: On the side of the Ministry of Justice, what will the Ministry do to "increase" the value of the Vietnamese Code, Deputy Minister?

- The development of the Code of Laws has made an important contribution to the process of building and perfecting the legal system as well as contributing to the effective application and enforcement of the law. Through the codification work, the Ministry of Justice, together with ministries and branches, has reviewed and "cleaned" more than 8,000 central legal documents, contributing to ensuring the unity and uniformity of the legal system.

In the coming time, together with relevant ministries and branches, the Ministry of Justice will continue to research and advise on perfecting the institution on reviewing and systematizing legal documents and codifying the legal system to further enhance the responsibility and effectiveness of this task in the coming time, in which it is necessary to pay attention to the full management of the entire system of legal documents as well as the effectiveness of the documents.

With our responsibility, the Ministry of Justice will carry out the responsibility of posting fully, promptly, and accurately updating the status of the validity of documents on the National Database of Laws. At the same time, we will pay attention to and enhance the application of information technology, invest in and upgrade the National Database of Laws, ensuring that the source of data on legal documents is "correct, sufficient, clean, and alive" and operates continuously and stably, not only serving the search and application of laws by agencies, organizations, and individuals, ensuring the implementation of the goal of publicizing and making the legal system transparent, but also being the basis for effectively implementing the work of reviewing, systematizing documents, codifying the system of legal norms, in building and perfecting the organization of law enforcement, dissemination, and education of law.
