Ministry of Defense announces no-fly and restricted flight zones for drones

The Ministry of National Defense announced a prohibited and restricted area for drones in Vietnam from June 15 to support aviation management, security and safety.

On June 15, the Ministry of National Defense officially announced no-fly zones and restricted-flight zones for drones and other flying vehicles in Vietnam's airspace.

Pursuant to Decision No. 18/2020/QD-TTg dated June 10, 2020 of the Prime Minister on establishing no-fly zones and restricted-flight zones for unmanned aircraft and ultralight aircraft, on May 30, 2025, the Central Steering Committee for implementing Decision No. 18/2020/QD-TTg (Steering Committee) issued a Plan to Announce no-fly zones and restricted-flight zones for unmanned aircraft and other aircraft on the Ministry of National Defense's Electronic Information Portal.

Specifically, from June 15, 2025, the Ministry of National Defense will announce no-fly zones and restricted-flight zones for drones and other flying vehicles in Vietnam's airspace on the Ministry of National Defense's Electronic Information Portal at http://cambay.mod.gov.vn ; local websites/portals will use the link on the Ministry of National Defense's Electronic Information Portal to announce no-fly zones and restricted-flight zones within their administrative boundaries.

The announcement of no-fly zones and restricted-flight zones on the Ministry of National Defense's Electronic Information Portal aims to provide information to Vietnamese and foreign organizations and individuals involved in the management, exploitation and use of unmanned aircraft and other flying vehicles in Vietnam's airspace (not applicable to unmanned aircraft and other flying vehicles used for official purposes); serving the management, supervision and verification of flight area information.

The database of maps of no-fly zones and restricted-flight zones is managed according to the provisions of the law on protecting State secrets and is updated every 2 years or immediately when there are changes (focusing on the subjects of airports, airfields, important defense and security areas and other areas as required).

Procedures for granting flight permits for drones and other flying vehicles can be done online through the Ministry of National Defense's Administrative Procedure Information System at https://dichvucong.mod.gov.vn/web/bo-quoc-phong/thu-tuc-hanh-chinh#/thu-tuc-hanh-chinh/5377

At least 7 working days before the scheduled date of organizing flights, organizations and individuals shall submit flight permit applications to the Department of Operations, General Staff of the Vietnam People's Army (submit directly at the "One-stop" Department of the Ministry of National Defense or via public postal service to the Department of Operations, No. 1 Nguyen Tri Phuong, Ba Dinh, Hanoi or submit online on the Public Service Portal of the Ministry of National Defense). The Department of Operations shall grant flight permits; or issue a document refusing to grant flight permits (in the following cases: To ensure security, national defense, aviation safety and when not providing full information as specified in the flight permit application).

The application for a flight license includes: Application for a flight license; photos of the aircraft or flying vehicle (minimum size 18x24cm); technical description of the aircraft or flying vehicle; license or legal authorization allowing the aircraft or flying vehicle to take off or land at the airport, on land or on water; other papers and documents related to the aircraft or flying vehicle.

The Steering Committee requires close and effective coordination and cooperation between the Ministry of National Defense and localities in organizing the announcement of no-fly and restricted-fly zones; organizing implementation to ensure progress and quality; complying with legal provisions on protecting state secrets, the Law on Access to Information and documents guiding the implementation of Decision No. 18/2020/QD-TTg.

According to the provisions of the Law on People's Air Defense 2024, an unmanned aircraft is an aircraft whose control and maintenance of flight operations do not require direct control by a pilot on that aircraft.

Other flying vehicles include balloons, flying models, parachutes, kites (except for traditional kites) and other piloted or unpiloted flying devices that are not aircraft or unmanned aircraft./.
