Ministry of National Defense issues new regulations on military service medical examination

The Minister of National Defense has issued Circular No. 105 amending and supplementing a number of articles regulating health standards and health examinations for subjects under the management of the Ministry of National Defense, including amending and supplementing regulations on health examinations for military service.

Accordingly, the regional health examination council is a professional council, operating under a part-time regime, established by the Chairman of the Provincial People's Committee at the request of the Department of Health .

The regional health examination council organizes military service health examination teams, the team leader is the vice chairman of the regional health examination council.

Commune-level health stations conduct preliminary military service health screening under the professional direction of the health department or hospital, medical center under the health department; and supervision of the commune-level military command, regional defense command.

Synthesize and report the results of military service health examinations to the provincial military service council (through the provincial military command) and the health department; hand over all health records to the commune-level military service council (through the health agency at the same level) and notify the results of military service health examinations to the regional defense command.

Within no more than 15 days from the date of completion of the military service health examination, the commune-level health agency shall coordinate with the regional health examination council to complete the list of citizens who are healthy enough according to regulations, complete the military service health form and hand it over to the commune-level military service council.

In case of failure to meet health standards, the health department shall assign the hospital or medical center, or affiliated medical agency to notify in writing the regional defense command to remove them from the list of service in the local reserve force.

Regarding the call for citizens to join the army, based on the selection and call plan of the military service council at the commune level, the military command at the commune level makes a list and advises the chairman of the People's Committee at the commune level to call for preliminary examination for citizens who are subject to health examination to perform military service in the management area.

Modify and supplement eye examination process

In addition, the circular also amends and supplements the eye examination process and the method of scoring vision in the health classification standards.

Specifically, visual acuity is the basic standard to assess the vision of each eye. To measure visual acuity accurately, a specialist must directly instruct how to read and perform the test according to the prescribed techniques of the ophthalmology profession. To detect cases where the reader is dishonest or does not know how to read according to the instructions, use an automatic refractometer to check.

How to calculate total vision of both eyes: if vision is higher than 10/10, it is still only counted as 10/10. For example: right eye 12/10, left eye 5/10, then total vision of both eyes is 15/10.

When calculating total visual acuity for classification, pay attention to the visual acuity of the right eye. The left eye's visual acuity cannot compensate for the right eye's, and the right eye's visual acuity must meet the prescribed standard.

When checking vision without glasses, if the vision of both eyes is not 19/10, the specialist must continue to check the vision after adjusting the glasses. Normally, the maximum vision of both eyes when adjusting the glasses must be 19/10 or higher. In case the maximum vision of both eyes after adjusting the glasses is not 19/10, the ophthalmologist must evaluate and find the cause of the pathology causing the vision loss.

If the visual acuity without glasses for both eyes is 19/10 or higher, then score according to the visual acuity without glasses. If the visual acuity without glasses for both eyes is less than 19/10, then score according to the maximum visual acuity after correction with glasses.

The Circular also provides specific regulations on pterygium with pterygium grading according to the level of pterygium crawling into the cornea, diseases of the eyelids and eye sockets, instructions for measuring color blindness; and how to calculate scores for rapid mental illness diagnosis.
