Accordingly, the Ministry of Finance guides the People's Committees at the provincial level (except Quang Ninh province) to issue a decision to conduct a comprehensive inspection of the management of donations and sponsorships at historical and cultural relics in the province, clearly stating the purpose of the inspection in a transparent and clear manner to create trust and bring common benefits to the community, contributing to the cultural, economic and social development of the locality.
In addition, the inspection content is related to the reception, management, and use of donations and sponsorships for relics and festival activities; reviewing the opening of accounts, opening of books to record the receipt and disbursement of donations and sponsorships, the content of the use of donations and sponsorships, and monitoring the reception, counting, and use of donations and sponsorships at relics. The inspection period is 2023.
The Ministry of Finance assigns the Department of Finance to preside over and coordinate with the Department of Culture, Sports and Tourism and the Department of Home Affairs to advise and assist the Provincial People's Committee in directing and guiding the implementation of a comprehensive inspection of the management of donations and sponsorships at relics in the province; synthesize the inspection results in the province, submit them to the Chairman of the Provincial People's Committee for approval, and send them to the Ministry of Finance before March 31, 2024.
At the same time, the Chairman of the People's Committee at all levels directed relevant authorities to step up information, propaganda, and explanation of the purpose, objects, and content of inspection of the management of donation money and sponsorship at historical and cultural relics in the area, clearly stating that the State does not manage donation money and sponsorship for religious activities of religious organizations.
In addition, organizations and individuals who are owners or are assigned to manage and use relics shall decide for themselves and be responsible for receiving, managing, and using donations and funding for the protection and promotion of the value of relics and festival activities.
According to the Ministry of Finance, revenue from donations and sponsorships for relics and festival activities must be managed and used for the right purposes, with records and full reflection of revenues and expenditures, ensuring publicity and transparency.
Previously, the Ministry of Finance sent a report to Deputy Prime Minister Le Minh Khai and Prime Minister Pham Minh Chinh on the results of the pilot inspection of the management of donation money at historical and cultural relics, communal houses and pagodas in Quang Ninh province in 2022 and the first four months of 2023.
Accordingly, the delegation inspected the reception, management and use of donations and sponsorships for relics and festival activities; reviewed the opening of accounts and books to record the receipt and disbursement of donations and sponsorships, the content of the use of donations and sponsorships, and supervised the reception, counting and use of donations and sponsorships.
The Ministry of Finance said that in 2022, the total revenue was 70.8 billion VND (excluding donations, in-kind sponsorships, and construction works), equal to about 40-60% of the revenue from donations and sponsorships in 2019, before the COVID-19 pandemic; the total expenditure was 54.4 billion VND. In the first four months of 2023, the total revenue was 61 billion VND (excluding donations, in-kind sponsorships, and construction works), almost equal to the revenue for the whole year of 2022; the total expenditure was 29.4 billion VND.
